Core Responsibilities:

As a Procurement Specialist within the Operations unit, you will play a key role in the provision and quality of community-based services. Through collaboration with OCFS program management, legal counsel, and staff from other offices within DHHS, you will write, submit, and follow through with all processes involved in contracting with community providers. You will accomplish this by:

1.Following procurement processes and timeframes.

2.Obtaining information from OCFS and other DHHS staff as necessary to develop a legally sound contract, including funding amounts and sources, scope of service, and performance measures.

3.Completing documentation as required by the Division of Contract Management.

4.Managing the process and deliverables to meet deadlines.

5.Tracking and analyzing contract expenses and performance in partnership with program staff to ensure resources are used effectively.

You will be responsible for maintaining information relating to the procurement process, including invoices, contracts, and other documentation in both electronic and paper files. You will also be responsible for assisting the team on other procurement-related tasks, as well as reconciling payment issues that may arise with providers.

Minimum Qualifications:

To qualify, you must have eight (8) years of education, training and/or experience analyzing, evaluating, and developing improvements to organizational and/or managerial systems, programs, and practices. The background of well-qualified candidates will demonstrate expertise in the following areas:

1.Exceptional written communications skills. Please provide a technical writing sample with your application materials.

2.Ability to use Microsoft Office products, including advanced skills in Word and Excel.

3.Ability to analyze data gathered, develop information and documentation, and consider solutions or alternative methods of proceeding in order to recommend changes and modifications.

4.Ability to summarize findings, prepare reports, and recommend changes in organizational structures, programs, policies, procedures, or practices in administrative, financial, records, and information management systems.

5.Knowledge and/or experience procurement (preferred).
