PAY AND BENEFITS

Annual Pay Range: $ 48,941.09 - $ 61,718.87

Hourly Pay Range: $ 25.097997 - $ 31.650705

An additional 5% premium pay will be added for bilingual skills. Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

The Housing Authority of Clackamas County (HACC) is recruiting for a bilingual (Spanish/English) Occupancy Specialist to join our team as a pivotal team member in ensuring housing stability for our homeless, disabled, and low-income clients in Clackamas County.

This position performs technical work involving coordinating, implementing, and monitoring rental assistance and subsidized housing funded with various resources, including federal, state, and local funds. These roles demand adeptness in communicating with tenants, landlords, and social services agencies in both Spanish and English. As an Occupancy Specialist, you will be responsible for reviewing program eligibility, determining rent calculations, and reviewing and approving leases and contracts.

Occupancy Specialists provide vital customer service, are adaptable to changes, manage a varied workload, have effective time management skills, and understand the importance of providing trauma-informed care services to our clients. An ideal candidate will be able to effectively manage a large and varied caseload of clients and responsibilities and show a commitment to public service. They will also be problem solvers who utilize critical thinking skills when faced with challenging scenarios presented by prospective program participants, community partners, or inter-agency partners. Required Minimum Qualifications/ Transferrable Skills:*

  • At least two (2) years of direct customer service experience that included data entry

  • Bilingual fluency in Spanish/English (bilingual skills to be validated/tested at time of interview and/or selection)

  • Strong communication and interpersonal skills

  • Must pass a post-offer, pre-employment drug test. Learn more about the County's drug testing policy.

  • Must pass a criminal history check which may include national or state fingerprint records check

  • Driving may be necessary for County business. For position(s) with occasional/incidental driving, incumbents must possess a valid driver's license. Preferred Special Qualifications/ Transferrable Skills:*

  • Knowledge of promoting fairness and an understanding of racial equity, with practical experience incorporating these principles into your work supporting diverse populations

  • Experience in housing programs, case management, residential services, property management, or other social services

  • Experience working with YARDI or other Housing Authority database software

  • Experience performing data entry and handling confidential documents

  • Experience working with low income families

  • Experience maintaining a client caseload

  • Knowledge of housing regulations, procedures, and landlord/tenant laws

  • Knowledge of basic accounting principles and practices

TYPICAL TASKS

Duties may include but are not limited to:

  • Determine initial and continued eligibility based on income, deductions, allowances, and family composition.

  • Review and process Request for Tenancy Approval and approve housing assistance payments Answer questions and provides information/referrals to current and prospective landlords or property managers; interacts with various social services agencies to exchange or verify client information.

  • Works closely with tenants to maintain or stabilize housing Process annual recertification, interim changes and/or moves including obtaining current third-party verification of participant information in accordance with program requirements.

  • Conduct individual and/or group meetings for new participants and existing clients.

  • Ensures tenant compliance with leases and certificate/voucher obligations; responds to landlord or tenant complaints; generates appropriate correspondence regarding eviction/termination of assistance; assists in collecting rent, sundry charges, and damage claims.

  • Perform other duties as assigned.

WORK SCHEDULE

This position is included in the County's alternate workweek program, working 37.5 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

HCD is comprised of the Housing Authority of Clackamas County (HACC) and Community Development Division.

The Housing Authority of Clackamas County is a public corporation, established under the federal Housing Act of 1937 and the provisions of Chapter 456 of the Oregon Revised Statutes. Although it is a separate public corporation, the HACC falls under the administrative structure of Clackamas County government. Created in 1938, HACC was the first housing authority established in the State of Oregon. The HACC provides affordable, safe, decent and sanitary housing opportunities in a fiscally responsible manner to low-income people in Clackamas County.
