Description:

Assists in managing a single department or multiple small departments providing ambulatory patient care services by supervising daily operations and patient care activities. Ensures staff provides high quality, accessible, cost effective care and patient focused services to members across the continuum which comply with local, state, and federal requirements.

Implements and supervises the maintenance of clinical practice standards, budgets, and staff development. Assists in integrating services/operations with nursing standards of practice, service priorities and performance/outcome measures, as well as with business, departmental and organizational goals/objectives.

Essential Responsibilities:

Supervises daily operations and service delivery.

Ensures staff provides the highest quality of care and are in compliance with the Nurse Practice Act, NCQA, TJC, federal, state and local requirements.

Implements and maintains patient care and quality service standards to meet members' and internal clients' expectations.

Acts as patient advocate resolving patient care issues.

Recommends, implements and evaluates processes to improve systems and patient care results across the continuum of care.

Assists in developing and monitoring budgets and resource allocations.

Monitors financial performance and identifies and recommends strategies to reduce costs and improve quality of care/service.

Determines the appropriate staff mix for department and develops processes to screen, interview, hire, train and maintain the competency of all department staff.

Assists in providing on going staff development.

Supervises the implementation of policies and procedures which support the goals and business objectives of the organization and department.

Collaborates with physicians, department chief, and nursing manager in developing the appropriate level of patient services and the day-to day operations of the department.

Assists in managing and resolving human resource, labor relations, employee and department safety, and risk management issues.

Basic Qualifications:

Experience

Minimum two (2) years of experience in ambulatory care or other relevant clinical experience required.

OR

Minimum two (2) years in leadership capacity

OR

Completion of Kaiser Permanente Southern California Postgraduate Fellowship in Health Care Administration.

Education

Graduate of an accredited school of nursing.

Bachelor's degree or four (4) years experience in a directly related field.

High School Diploma or General Education Development (GED) required.

License, Certification, Registration

Current California RN license required.

BLS certification required.

Additional Requirements:

Knowledge of Nurse Practice Act, TJC, and other local state, federal regulations.

Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

Clinical specialization in area of practice preferred.

Must be a people person with great communication and presentation skills

Must be proficient in Microsoft suite

Must be organized, proactive, detail oriented with positive energy

Must be able to function in a fast paced environment and can adopt to change quickly

Must be a multitasker, independant thinker and be able to close loops and meet deadlines.

Manages and ensures continuous improvement of all clinical practices, services and operations by designing and implementing systems, processes and methods to evaluate and improve patient care within assigned department and across the continuum of care. Develops and monitors department's budgets for the appropriate use of human and material resources. Ensures appropriate patient, employee and department safety standards and guidelines are implemented consistently in the delivery of health care and adhere to administrative, legal and regulatory requirements of governmental and regulatory agencies. Participates in leadership committees and forums on a Medical Center, Regional level and/or National level. Basic Qualifications: Experience Minimum five (5) years of clinical nursing experience relevant to a given position/department required, including three (3) years of management, supervisory or leadership* experience. Education Academic degree in nursing required (Bachelor's or Masters degree). Graduate of accredited school of nursing. BSN and National Health/Nursing Administration Certification or MSN are required for Pediatric and NICU Departments for facilities that are CCS certified or desire CCS certification.This requirement applies to Downey, LAMC, San Diego, Fontana and Orange County. License, Certification, Registration Current RN license required; California RN license required by date of hire. AHA BLS certificate required. Additional Requirements: * Leadership Experience will be permissible for Kaiser Permanente internal applicants only and is defined by the following criteria: Demonstrated clinical nursing leadership as a Charge/Senior RN, participation on professional committees inclusive of UBTs, National Certification in Specialty, demonstrated completion of RN Leadership Development Program and/or demonstrated experiential exposure to Nursing Leadership.
