The primary responsibility of the Nursing Home Surveyor Supervisor is to:

  • Supervise a team of Facility Compliance Consultant Is and Nurse Consultant Is, and coordinate survey activities.

  • Determine compliance levels of nursing homes with federal and state requirements through standard and/or abbreviated surveys.

  • Apply laws, regulations, rules, and protocols that have been established by the state or federal government in making compliance determinations.

  • Make decisions in conjunction with interdisciplinary team members or independently.

  • Coach, develop and guide staff on issues related to conducting surveys and making compliance decisions.

Survey teams may spend a minimum of 3 days per week in the field conducting licensure and/or certifications surveys, with the remainder of their time involves completion of survey reports and packets.

This is a home-based position and will be responsible for nursing homes in the central part of North Carolina in Guilford and surrounding counties.

About the Division of Health Service Regulation and the Nursing Home Licensure and Certification Section

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.

The Nursing Home Licensure & Certification Section provides regulatory services to nursing home providers so that they can improve the quality of services they deliver through regulatory compliance; resulting ultimately in safe quality care, quality of life, and safety of residents and citizens who utilize nursing home services.To receive credit for all of your work history and credentials, you must list the information on the application form. Qualified candidates must document on the application that they possess all of the following:

  • Thorough knowledge of state and federal requirements. Ability to independently conduct on-site surveys, review and evaluate information, interpret and apply rules, regulations, and policies to different situations and facilities.

  • Ability to lead a team; skill in coordination and delegation and making assignments.  Ability to mentor, provide feedback, and guidance to team members on survey processes.

  • Ability to consult and be a resource for customers (providers/public) to interpret and apply rules, regulations, and policy to different situations and facilities.

  • Intermediate computer skills (Windows, MS Office Products, flash drive, data management using folders, import and export functions and the ability to master new technology and complete work electronically).

  • Good organization and problem-solving skills.

  • Ability to adapt to schedule changes and be willing to travel on short notice.

  • Ability to write clearly and concisely and to make oral presentations, as well as the ability to establish and maintain effective communications and work relationships with a variety of health care disciplines.  This includes professional and non-professional personnel in the health care community, including providers and the general public.

The candidate must have passed the Surveyor Minimum Qualifications Test.  A valid NC driver's license is required for this position.   This position reports to the Raleigh Office.

Physical Requirements

Standing/Walking/Lifting/Fingering/Talking/Hearing/Smelling.  The Facility Compliance Consultant II must be able to lift their own luggage (20 - 50 pounds).  The Facility Compliance Consultant II must have close visual acuity.  The Facility Compliance Consultant II must be able to understand complex problems and collaborate to explore alternatives.  The Facility Compliance Consultant II makes decisions that have impact on operations.  The Facility Compliance Consultant II communicates in-depth information.Minimum Education and Experience Requirements

Bachelor's degree, preferably in a health or human service related field from an appropriately accredited institution and four years experience in surveying, clinical and/or administration of a program in a related health field; or an equivalent combination of education and experience; 

or

Master's degree in a health or human services related field from an appropriately accredited institution and two years experience in surveying, clinical and/or administration of a program in a related health field.The North Carolina Department of Health and Human Services is an Equal Opportunity Employer.
