Arizona State Veterans' Home seeks a dedicated and strategic leader to serve as the Veteran Home Administrator. This role is pivotal for someone with a deep commitment to the care and well-being of veterans, providing leadership and financial management to a Medicare-certified nursing facility.

As the Veteran Home Administrator, you will oversee the operations of our facility, ensuring the highest standards of care and regulatory compliance. You will also be responsible for implementing facility goals, objectives, policies, and procedures and play a crucial role in financial management and strategic planning. This facility is a Medicare-certified nursing facility, meaning it meets the strict standards set by Medicare for nursing homes.

  • Policy and Compliance Oversight: Develop and enforce policies that comply with all regulatory requirements, maintaining the facility's standing and reputation.

  • Strategic Management: Participate in the planning and implementing of programs and projects that enhance facility operations and veteran care services.

  • Community and Agency Relations: Act as the face of the Arizona State Veterans' Home, building and maintaining relationships with federal and state agencies, veteran service organizations, and community groups.

  • Continuous Improvement: Utilize the Arizona Management System (AMS), a comprehensive management tool focusing on continuous improvement for ongoing problem-solving and efficiency enhancements across all facility operations.

Job Duties:

As the Flagstaff Veteran Home Administrator you will:

  • Administer, direct and coordinate all workings of departments within the facility either directly or indirectly.

  • Review and evaluate departmental operations and recommend changes (as appropriate) to the Assistant Deputy Director.

  • Interpret reports concerning departmental operations

  • Prepare budgets and oversees expenditures in all departments.

  • Provide general and administrative support and assistance to all departments

  • Oversee clinical and non clinical services of the facility

  • Ensure that all departments comply with the policies and procedures of the facility and the Arizona Department of Veterans' Services.

  • Ensure that the facility is in compliance with all regulatory entities, including but not limited to the U.S. Department of Veteran's Affairs, Centers for Medicare and Medicaid Services, State Department of Health Services, State and local Fire Marshal and any other State, County or local entities having jurisprudence or regulatory control over the facility.

  • Ensure that 75% of the census is made up of Veterans

  • Participate in coordinating programs and services of the facility with other agencies

  • Coordinates contract and support agreements with the facility

  • Create and maintain relationships with facility residents and family councils as well as with all Veteran Service Organizations who provide services to the facility

  • Transparently communicate issues to the Assistant Deputy Director

  • Assist Deputy Director with strategic planning and development

  • Incorporates culture change in the form of Veteran/Member- centered care and a home-like environment in the development of new programs, policies and procedures

  • Attend meetings, conference, etc. regarding issues related to long-term care/skilled nursing facilities and Veteran issues that impact the State Veteran Home

  • Actively be involved in AMS such as huddle boards, problem-solving, job breakdown sheets, success tracking, and standardized work.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • State and Federal laws governing the operations of the Arizona State Veteran Home

  • Laws, regulations and guidelines pertaining to long-term care/skilled nursing facility administration

  • Material principles and practices as they related to long-term care/skilled nursing facilities

  • Nursing home administration principles and practices

  • Business Planning

  • Budget processes

  • Legislative process

  • Managing and directing the overall activities of a long-term care/skilled nursing facility/State Veteran Home

Ability to:

  • Plan, organize, develop, implement and and interpret programs, goals, objectives, policies and procedures necessary for providing quality care and maintaining a sound operation

  • Plan, prioritize, organize and coordinate multiple and overlapping activities

  • Communicate effectively both orally and in writing

  • Read, interpret and apply laws, rules, regulations, policies and procedures

Selective Preference(s):

  • Management experience related to the responsibilities of the job

  • Bachelor's degree in Health Administration or closely related field of study

  • Experience working with Veteran populations

Pre-Employment Requirements:

  • Must have a current license to practice as a Nursing Home Administrator in Arizona

  • Current Negative TB skin test (Mantoux skin test) within the last twelve months or a written statement from a physician, physician's assistant or a registered nurse practitioner indicating freedom from Tuberculosis, if in the past has had a positive skin test or Tuberculosis

  • Must be able to obtain and retain a fingerprint clearance card issued by the Arizona Department of Public Safety

  • This position requires the ability to drive on State business. Requires possession of and ability to retain a current, valid state-issued driver's license appropriate to the assignment. Employees who drive on State business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see A.AC. R2-10-207.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
