Summary

The Incumbent serves as the Assistant Chief of Community Engagement and Reintegration Service (CERS) and the Clinical Director for the CERS program at the VA Greater Los Angeles VA Healthcare System. The incumbent will oversee all aspects of clinical program performance, staff recruitment and retention, evaluation and outcomes from a housing, employment and healthcare perspective.
Responsibilities

Responsible for ensuring appropriate CERS programs meet all accreditation standards to include: VA, CARF, JCAHO and other appropriate quality and accreditation standards.
Responsible for the monitoring and implementation of productivity of CERS, ensuring maximum appropriate VERA reimbursement for GLA.
Collaborate with other programs and services concerning policies and decisions to coordinate and integrate activities of CERS with other services.
Serve on medical center program planning committees/task forces charged with developing new programs/policies.
Represent CERS and CERS Administrative Director on a number of GLA committees addressing a wide variety of system-wide issues.
Promote education and research activities within CERS.
Coordinate with National and VISN Homeless Coordinator to operationalize relevant initiatives.

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing or The Commission on Collegiate Nursing Education . In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: Nurse Executive or Deputy Nurse Executive experience. Associate Chief Nursing Service (ACNS) experience for any service line.
Experience managing a program that included the supervision of staff comprised of various clinical and social service positions, preferable reporting to an executive leader of an organization. Effective and impeccable communication skills. Basic computer literacy proficiency with in-dept experience with the use of the use of Microsoft Office programs or comparable word processing, spreadsheet and graphic software and the ability to learn new programs specific to the VA.Basic Life Support (BLS) certification from the American Heart Association-Basic Life Support for Healthcare Providers. American Red Cross-CPR/AED for the Professional Rescuer, or the Military Training Network (MTN) Provider Certificate/Card.Prior nursing executive experience leading a complex health care organization. Experience in nurse staffing including recruitment and retention for a large complex health care

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.
