There is a currently a 1.0 FTE vacancy to support clinical care in Public Health and Social Services.
To obtain patient/client histories; to perform routine physical exams; to perform diagnostic assessments and create individual treatment plans; to initiate requests for diagnostic procedures; to prescribe, administer and dispense medications according to St. Paul-Ramsey County Department of Public Health and the Social Service departmental guidelines; to be the primary provider, by working autonomously as well as in collaboration with other medical staff, clinicians and physicians to provide health care across the life span with an emphasis on preventive health care within populations at risk for chronic medical conditions such as but not limited to individuals with mental health issues and incarcerated populations;; and to perform related duties as assigned.
If an internal candidate is selected, salary will be set in accordance with the personnel rules, i.e. promotion, transfer, or voluntary reduction.

Promote a diverse, culturally competent, and respectful workplace.
Provide primary care of patients across the life span by: obtaining a complete health history and psychosocial data; performing physical examinations; ordering and evaluating appropriate diagnostic tests; diagnosing common health problems; prescribing treatments and preventative medicines.
Prescribe medications as regulated by individual state nurse practice acts and educate the client about the drug regiments, interactions and side effects.
Perform procedures such as cryotherapy and skin biopsy.
Incorporate nonpharmacologic therapies into practice.
Order, perform and interpret screening and diagnostic procedures and tests.
Assess for evidence of domestic violence or sexual abuse.
Develop and implement a plan of care by setting goals and plans mutually acceptable to the patient and evaluate the process and outcome so necessary modifications can be made.

Ensure staff and program compliance with regulatory standards by keeping abreast of pertinent statutory and policy changes.
Evaluate teaching strategies by examining the outcome of mutually determined goals.
Provide follow up and health maintenance care including appropriate adjustments of medications and further diagnostic testing and evaluation.
Provide education and counseling that is research-based and client-centered.
Recognize emergency situations and initiate emergency care.

ESSENTIAL FUNCTIONS: 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16. Minimum Qualifications
Education: As required for licensure.
Certifications/Licensures: Licensed as a registered Nurse in the State of Minnesota and must have a Nurse Practitioner Certificate in the area of specialization from a recognized Nurse Practitioner program. Approved or eligible for approval by the Minnesota Board of Nursing for prescription writing privileges.
A valid driver's license.
Preferred: Two years of experience as a Nurse Practitioner. Master's Degree in Nursing.
Exam/Screening Process Information
Examination/Screening Process:The examination for Nurse Practitioner will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. The rating on this supplemental questionnaire will depend on the answers provided. A candidate must pass the training and experience rating in order to be advanced in the process.
Eligible List: The names of all applicants who pass the training and experience rating and file a properly completed application shall be placed on the eligible list for employment as Nurse Practitioner. This list will be certified to the appointing authority which may use this list to fill a vacancy. Candidates will remain on the list for three months or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list. The department may choose to interview any candidate on the eligible list.
Veterans' Preference:This is a classified position requiring an open, competitive selection process. Veterans' Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their DD214, and other supporting documents, and submit them as an attachment at the time of application.
