The Nurse Practitioner (NP) is responsible for the assessment of selected patients in the designated service. The NP performs physical examinations, confers with patients in person and by phone/electronically, collaborates with others in the department to assure smooth flow of patient care consistent with established quality indicators and participates in the overall coordination of patient care. The NP reports to the Chief of the designated service and to the Department Manager.

Essential Functions:

  • Practices under the standard procedure established for the NP role consistent with Kaiser Permanente policy and in accordance with requirement set forth by the California Board of Registered Nursing.

  • Conducts age appropriate assessments of patients, including history taking and physical examination consistent with department protocol.

  • Performs assessment/data collection in an on-going systematic manner, focusing on physiologic, psychosocial, cultural, spiritual and cognitive status, patient/family education, family involvement, and patient advocacy.

  • Consults with supervising physician or other clinicians as dictated by patient need and assessment findings.

  • Participates with physicians and other clinicians in the department to assure effective patient care consistent with quality indicators for patients cared for in the designated service.

  • Reviews medical record for follow up or ordering of diagnostic studies under established protocols.

  • Establishes and maintains communication with other health care providers and departments to ensure operational efficiency and effectiveness and to promote consistency and continuity of care.

  • Establishes effective working relationships with members of the health care team, patients, and families.

  • Acknowledges staff rights and cultural and ethical beliefs.

  • Delegates appropriately and coordinates duties/activities of health care team members.

  • Evaluates effectiveness of care given by team members.

  • Demonstrates knowledge of and applies safety principles as identified by the institution.

  • Performs efficiently in emergency situations following established protocols, remaining calm, informing appropriate persons, and documenting events.
  • Demonstrates responsibility and accountability for own professional practice.

  • Participates regularly in staff development activities for unit and department personnel.

  • Demonstrates knowledge of legal issues, including patient confidentiality and risk management in all aspects of patient care and unit functioning.
  • Participates in unit and department Performance Improvement activities.

  • Participates in nursing research activities as requested.

  • Identifies and solves problems effectively.

  • Demonstrates a service philosophy in all interactions with patients, families, and all members of the health care team.

  • Demonstrates proficiency in the use of computers and telecommunication modalities to document, track and convey information.

  • If practicing in a specialty role, fulfills the expectations established for the particular role.

  • Perform other related duties as necessary.

  • This job has no supervisory responsibility.

Basic Qualifications:

  • Minimum of six (6) months of experience as a nurse practitioner. See job duties for specific experience requirements for specialty services.

  • Two (2) years (within the past three (3) years) experience as a NP providing specialized care for patients in an emergency department or urgent care setting. ACLS, PALS required.

Completion of a Masters Program in Family Practice NP or Acute Care NP required. If only caring for specific patient population of adult or pediatrics then Acute Adult NP or Acute Pediatric NP required.

  • Master's degree in nursing (unless already a Kaiser Permantente employee who was 'grandfathered in' prior to California Business and Professions Code requirement in January 1, 2008).

  • Must meet credentialing requirements established for nurse practitioners within the Kaiser system (National Certification from one of the following organizations: American Academy of Nurse Practitioners, American Credentialing Center, National Certification Corporation for Obstetric, Gynecologic and Neonatal Nursing Specialties if working in obstetrics, gynecologic or neonatal specialties, and National Certification Board of Pediatric Nurse Practitioners and Nurses if working in pediatrics.

  • Current California RN/NP License with California BRN issued Furnishing Number.

  • Current BLS required.

  • Must have a NPI and meet Medicare requirements for PTAN (Provider Transaction Account Number).

  • Current DEA if required for specialty.

  • Depending on the particular specialty, ACLS and/or NALS and/or PALS or PEARS may also be required for the position.

The Fresno Police Department strives at providing the citizens of Fresno a safe and protected community. Fresno PD is currently seeking experienced dispatchers to provide excellent and prompt customer service. Journey level dispatchers shall answer and evaluate emergency police and emergency medical service calls; operate a multi-channel Computer-Assisted Dispatch (CAD) system console and related equipment to dispatch appropriate public safety units; and prepare police and fire reports and records. Incumbents are expected to perform emergency dispatch duties using a considerable amount of independent judgment. Must receive certification by the Police Department verifying that the incumbent is capable of performing solo radio duty within 12 months of appointment. Employees may be assigned to work any eight or ten hour shift and may be required to work weekends and holidays. Shift pay is $1.00 to $1.50 per hour depending upon assigned shift. The Requirements These are entrance requirements to the competitive examination and do not assure a place on the eligible list. Applicants must meet the minimum qualifications at the time of application in order to qualify. TO QUALIFY, an applicant must have the following: * Possession of a HS Diploma or equivalent GED completion; AND * Two years of experience equivalent to that gained as an Emergency Services Dispatcher II with the City of Fresno, which included operation of a multi-channel Computer-Assisted Dispatch (CAD) system console and related equipment to dispatch public safety units; AND * Must submit a typing certificate from an employment agency or school of the ability to type 40 net words per minute. Certificates must be on business letterhead, issued no later than one month prior to date of employment application. Certificate must indicate the total number of words typed, per minute, number of errors and net correct words per minute. This statement indicates your understanding that as part of the qualifying process for Emergency Services Dispatcher with the City of Fresno, you will be required to complete a detailed pre-employment personal history form, followed by a thorough background investigation which will include a polygraph examination. If your application is deemed qualifying, the Personnel Services Department will send via electronic mail. Applicants will not be invited/admitted to the examination without the above documentation. Selection Process The examination process may consist of the following: PANEL INTERVIEW - 100%: A panel of subject matter experts may conduct a job-related oral exam to evaluate a candidate's training, experience, and personal traits for the position. Candidates must achieve a passing score to qualify for the eligible list. Since this recruitment is open on a continuous basis, the examination process may be repeated periodically, depending on the number of applicants. As these processes are completed, new candidates will be merged with the current eligible list. Although your score will remain the same through this process, your placement on the eligible list may change. Eligibles certified to the Police Department for consideration must successfully complete a polygraph test, an extensive background investigation, and a department interview before receiving conditional offers of employment. Individuals receiving a conditional offer of employment must successfully complete a medical examination before receiving a final offer of employment. Veteran Preference Regulations Qualified veterans who pass the examination may obtain five (5) additional points. Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Other Information The City of Fresno and the Fresno City Employees Association (FCEA), representing Unit 3, have met and conferred, and have agreed to implement the following incentive plan for Fiscal Year 2019: ¿ To be eligible for the below hiring incentives, a qualified lateral Emergency Services Dispatcher (¿ESD¿) II/III candidate (¿Eligible Lateral Hire¿) must, at the time of filing the employment application: (1) be currently working for another law enforcement agency in a classification equivalent to an Emergency Services Dispatcher II with the City of Fresno Police Department; and (2) have a minimum of two years equivalent experience immediately prior to hire. Lateral ESD hires with prior full-time Fresno Police Department experience are not eligible under the terms of this Agreement unless they have a minimum of two years separation from the Fresno Police Department as a permanent full-time ESD and have met the requirements described above for Eligible Lateral Hires, in which case they will be deemed an Eligible Lateral Hire for purposes of this hiring incentive plan. ¿ Upon hire, an Eligible Lateral Hire will be provided with forty (40) hours of vacation time into their vacation leave bank and forty (40) hours of sick leave time into their sick leave bank, to be used as outlined in the FCEA MOU and City policy. The 40 hours of vacation and sick leave provided at the time of hire are immediately available for use. ¿ Upon hire and commencement of work as an ESD II or III with the Fresno Police Department, an Eligible Lateral Hire from another law enforcement agency will receive a one thousand dollar ($1,000) hiring incentive payment. This incentive is not compensable for retirement purposes. ¿ Upon successful completion of the ESD training program, as determined by Police Administration, the Eligible Lateral Hire will receive one thousand dollars ($1,000) hiring incentive payment. This incentive is not compensable for retirement purposes. ¿ Upon successful completion of the probationary period as an ESD II or III, the Eligible Lateral Hire will receive a one thousand dollar ($1,000) hiring incentive payment. This incentive is not compensable for retirement purposes. ¿ Upon successful completion of an additional twelve months of City service following the successful completion of the probation period, the Eligible Lateral Hire will receive a one thousand dollar ($1,000) hiring incentive payment. This incentive is not compensable for retirement purposes. ¿ Eligible Lateral Hires will be hired at no less than ¿C¿ Step of the ESD II or III salary range. ¿ The City retains the right and exclusive authority to offer step placement above C Step of ESD II or III salary range based on the Eligible Lateral Hire¿s qualifications and other factors such as experience, training and certifications. The salary range placement shall be included in the conditional employment offer letter provided to the Eligible Lateral Hire. ¿ Current City of Fresno ESDs who refer an Eligible Lateral Hire will receive an incentive of up to a total of one thousand dollars ($1,000) for hired and retained Eligible Lateral Hires in increments of two hundred fifty ($250) at the time the Eligible Lateral Hire receives the particular hiring incentive(s) outlined above. The referral incentive for current City of Fresno ESDs is not compensable for retirement purposes. ¿ Only one current City of Fresno ESD can be identified as the referring ESD for each Eligible Lateral Hire for purposes of the referral incentive outlined above. The current City of Fresno ESD referring the Eligible Lateral Hire must be identified in writing by the Eligible Lateral Hire at the time the application for employment is submitted to obtain the referral incentive. Referring City of Fresno ESDs may not receive more than five (5) referral incentives per fiscal year. This Agreement will be effective August 30, 2018 and will expire June 30, 2019, unless the City and FCEA mutually agree to extend this Agreement in writing and upon Council approval.
