Duties

Roseburg is the heart of the scenic and recreational paradise known as the Land of Umpqua. These characteristics have proved instrumental in drawing new residents and companies to the region, while keeping families here for generations.

The Nurse Practitioner provides leadership and has continuing responsibility for the updating, deployment, coordination, and evaluation of the Occupational Health (OH) program at the RVAHCS. This includes collaboration with a designated Employee Health physician, Urgent Care, Human Resources, and other local and facility resources as needed. Programs include pre-employment screening, medical surveillance, administrative examinations, support a drug free workplace, immunization, post-exposure counseling and treatment, evaluation and reporting of employee work related injuries and illnesses (OWCP), and maintenance of employee health records. Responsible, in collaboration with the EOH RN, for Case Management for employees or employees with work related illnesses, injuries, and exposure. S/he assumes responsibility for compliance with applicable VHA Directives, Occupational Safety and Health Administration (OSHA) guidelines, Center for Engineering, Occupational Safety and Health (CEOSH), National Institute for Occupational Safety and Health (NIOSH), The Joint Commission (TJC) standards, VISN and local policy, and other related documentation and guidance. Incumbent is responsible for collaborating with Medical Review Officer (MRO) and EOH physician on Department of Labor exams, follow up, and reports as necessary. The incumbent collaborates with Human Resources on employees with work-related injuries.

Specific activities will include (but are not limited to):

  • Serve as reference to PACT teams/specialty teams to facilitate timely, appropriate work-up in collaboration with specialist(s) optimizing VA resources and facilitating community care as needed for OWCP care followed within RVAHCS.

  • Point of contact for any work-up related questions from patient/family, staff (local and/or other VISN20 facility), community providers related to OWCP care.

  • Inform employee or volunteer of process, general disease education, and follow up related to OWCP care provided within RVAHCS.

  • Assure proper follow-up of abnormal findings for employee health physicals and ongoing OWCP care.

  • Monitor activities to ensure timely multidisciplinary review and coordination of activities necessary for development of a treatment plan and necessary supportive procedures for OWCP care.

  • Assess and link employees and volunteers to additional services when needed, i.e., alcohol treatment, nutrition, palliative care, hospice as necessary, primary care.

  • Communicate/coordinate with Human Resources regarding medications, care needs, return to work, light duty status, etc.

  • Assess and treat symptom management and/or refer to appropriate specialty for higher level care needs for employee or volunteer injuries.

  • Track all treatments according to standards of care, communicating with appropriate service for follow up for surveillance programs and OWCP care.

  • Assure treatment summary and recommendations are communicated to involved services.

  • Proactively addresses continuity of care needs and surveillance.

  • Ensure all mandatory reporting, documentation, coding, and encounters are completed timely and tracked, as appropriate.

  • Facilitate transition of care for ongoing OWCP or surveillance needs.

  • Ensures provision of biopsychosocial support for OWCP care

  • Participate in quantitative and qualitative data collection to support evaluation efforts of the Department.

  • Work directly with stakeholders to identify needs, systems issues, and communicate activities, action plans, and program elements.

  • Partner with local Leadership in communicating and addressing systems issues identified by RVAHCS, VISN, or regulatory agencies for timely resolution.

  • Partner with the Leadership on regional and VISN-wide process improvement strategies

  • Serves on local and VISN committees.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.

Preferred Experience: 3-5 years Employee Occupational Health experience preferred.

Education. A post-master's certificate or master's or doctoral degree as a Nurse Practitioner. (NOTE: the post-master's certificate is formal education awarded from an acceptable school of professional nursing and is not considered board certification).

(1) Education Accreditation Requirement. Nursing education must be from a school of professional nursing accredited by one of the following accrediting organizations at the time the program was completed by the applicant:

  • (a) The Accreditation Commission for Education in Nursing (ACEN), 3343 Peachtree Road NE, Suite 850, Atlanta, GA 30326. The ACEN accredits all levels of nursing programs, including clinical doctorate, masters/post-master's certificate, baccalaureate, associate and diploma nursing education programs. (NOTE: The National League for Nursing Accrediting Commission/NLNAC changed its name to ACEN in May 2013 ACEN's website may be utilized to verify accredited programs using automated inquiry processes; however, for verification of any nursing program's accreditation prior to 1998, an automated inquiry cannot be used and ACEN must be contacted directly via their email contact information on the ACEN website to verify.); or
  • (b) The Commission on Collegiate Nursing Education (CCNE), 655 K Street, NW, Suite 7, Washington, DC 20001. The CCNE is an accrediting arm of the American Association of Colleges of Nursing (AACN) and accredits nursing education programs at the bachelor and master's level.

(2) Foreign Education. Graduates of foreign schools of professional nursing programs, the nurse practitioner degree equivalency must be validated through an Agency recognized degree equivalency evaluation agency, such as the International Consultants of Delaware (ICD). Candidates with equivalent Nurse Practitioner masters or doctorate level degrees who possess current, full, active and unrestricted registration and certification (see paragraph 2c) will meet the requirement of graduation from an approved school of professional nursing to warrant appointment.

Licensure and Certification. The following licensure and certification requirements are considered conditions of employment.

(1) License. All APNs (NPs) must possess and maintain an active, current, full and unrestricted APN license to practice as a NP in a State, Territory or Commonwealth of the United States, or in the District of Columbia.

(2) Basic Certification.(a) All APNs (NPs) must maintain full and current board certification in an area of clinical specialty from one of the following:

The American Nurses Credentialing Center (ANCC); The American Academy of Nurse Practitioners Certification Board (AANPCB); or Other nationally recognized certifying body in the area in which the Nurse Practitioner is academically prepared.

Grade Determinations: In addition to the basic qualification requirements, the grade level of an APN (NP) is based on a combination of education and experience. Beyond the minimum education requirements, grade determination for appointment will be based on the following specific requirement for an APN (NP).

APN (Nurse Practitioner) II: Meets basic education requirement for APN (NP).

APN (Nurse practitioner) III: Meets basic education requirement for an APN (NP) AND One year of specialized APN (NP) experience equivalent to the Nurse II grade level.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Moderate lifting, 15-44 pounds; Straight pulling (.5 hours); Reaching above shoulder; Use of fingers; Both hands required; Walking (1 hours); Standing (3 hours); Operation of crane, truck, tractor, or motor vehicle; Ability for rapid mental and muscular coordination simultaneously; Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; Ability to distinguish basic colors; Ability to distinguish shades of colors; Hearing (aid may be permitted); Emotional/Mental Stability; Typing/computer work (6hrs+); Basic Life Support Skills (Chest Compressions).

Environmental Factors: Outside and inside; Working closely with others; Working alone.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
