Job Description and Duties

The Position is headquartered in Sacramento.

Under the direction of the Staff Services Manager II the Nurse Evaluator Supervisor III (NE III) performs a variety of functions intended to carry out the mission of the California Department of Aging (CDA) and is responsible for providing day to day guidance and training to a team of Nurse Evaluator IIs (NEII) and Health Facilities Evaluator Nurses (HFEN), using their clinical judgement in approving Level of Care (LOC) determinations, professional and technical assistance, consultation, and training for the Multipurpose Senior Services Program (MSSP). The NE III is considered first line manager and will work both independently and in a team environment, and in collaboration and coordination with representatives from other teams and support staff. These responsibilities require the NE III to participate in and support the vision, mission, and goals of the MSSP Team and recognize issues that need to be brought to the team's attention.

The NE III plays a critical role in the oversight of the MSSP. The responsibilities require a high level of efficiency, communication, willingness to innovate and lead a team; while utilizing clinical analysis, communication skills, and a broad knowledge of comprehensive case management to support the MSSP mission. Roles, products, and duties are described below (percentages and tasks may vary depending upon program needs). In consultation with the Staff Services Manager III, Bureau Chief and other MSSP leadership members, the incumbent will manage the LOC determinations and enrollment approvals for the MSSP program, a 1915(c) Home and Community-Based Service Waiver Program to provide new and ongoing approvals and denials related to program eligibility; in accordance with Centers for Medicaid and Medical Services requirements. The incumbent also provides professional guidance and consultation to MSSP site nursing and professional staff on the provision of health and nursing care eligibility and services.

Working Conditions

  • This position is hybrid and eligible for telework up to three days a week, in accordance with the Statewide Telework Policy, and will be required to report to the office as needed/required. The successful candidate must reside in California upon appointment.

  • The physical work location of the position is designated at the department's headquarters location, a three-story building and standard office modular workspace located in Natomas. The duties of the position require sitting for long periods of time while using a personal computer, reviewing documents, and attending meetings whether they are digital (i.e., Zoom, WebEx, MS Teams, etc.) or in person.

  • 10% Travel related to consultative and monitoring responsibilities:

Travel to and from local MSSP site locations for LOC tasks, Utilization Reviews, Technical Assistance, and new MSSP site training and support; attend training or conferences or other events related to the MSSP.

Department Information

The California Department of Aging (CDA) administers programs that serve older adults, adults with disabilities, family caregivers, and residents in long-term care facilities throughout the State. The Department administers funds allocated under the federal Older Americans Act, the Older Californians Act, and through the Medi-Cal program.

Recognizing that California's over-65 population is projected to grow to 8.6 million by 2030, Governor Gavin Newsom issued Executive Order N-14-19 calling for the creation of a Master Plan for Aging to be developed by December


    1. The Master Plan will serve as a blueprint that can be used by state government, local communities, private organizations, and philanthropy to build environments that promote healthy aging. CDA will play an integral part in the development and implementation of the Master Plan.
