Salary Range: $51,708 to $75,267 / Per Year Open Period: 1/1/2021 to 12/31/2021 Summary:
This Open Continuous Announcement (OCA) allows acceptance of applications throughout the year with eligible applicants being placed on the OCA register and referred for consideration when vacancies occur.

BASIC REQUIREMENT(S): Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S.

Department of Education at the time the degree was obtained. Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience: The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-09 and above grade level, many positions may require experience in a specialty area of nursing. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS: GS-05: Possession of a bachelor's degree in Nursing with no experience; OR, Possession of a diploma or associate degree in professional nursing and one full year of professional nursing experience.

GS-07:

Possession of a bachelor's degree in Nursing and eligibility under the Superior Academic Achievement provision; OR, Possession of a bachelor's degree in Nursing and at least one full year of professional nursing experience (equivalent to the GS-05 grade level); OR, Possession of a diploma or associate degree in professional nursing and two full years of professional nursing experience; OR, Completion of at least one full year of graduate education in a professional nursing educational program. GS-09:

Possession of a master's degree in professional nursing; OR, At least one full year of professional nursing experience (equivalent to the GS-07 grade level or above) and possession of a diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of Experience for GS-07:

Provides professional nursing care to patients, reviewing medical records and administering medication in accordance with instructions, and assisting physicians with procedures. Examples of Experience for GS-09:

Provides professional nursing care principles, practices and procedures required to assess needs of patients; knowledge of pharmaceuticals, their desired effects, side effects, and complications of their use; recognizing adverse signs and symptoms which are not always apparent and to react promptly in emergency situations including the implantation of life saving procedures; providing counseling, guidance and health instruction to patients; and

BASIC REQUIREMENT(S): Licensure Candidates must be currently licensed to practice as practical or vocational nurses in a State or territory of the United States or the District of Columbia or must have applied for a license to practice. Applications of candidates possessing a license must be accompanied by a certified or photostatic copy of the license, a notarized statement attesting to the fact, or a citation of the license number and State issuing it. Non-licensed candidates who have completed their training may be appointed subject to obtaining the required license during the probationary period. Additional Requirements for Grades GS-4 and Above Experience Qualifying experience includes nursing care work in a hospital, outpatient clinic, nursing home, or other supervised medical, nursing, or patient care facility that provided a practical knowledge of human body structure and sterile techniques and procedures, performing such duties as: Providing pre- and post-operative patient care. Observing, recording, and reporting changes in behavior of mentally ill patients. Providing reassurance and encouragement to mentally ill patients. Assisting surgeons and registered nurses in operating room activities, including passing instruments, maintaining sterile conditions, and draping and positioning patients. Setting up and operating special medical equipment and apparatus. For GS-4: 6 months of nursing experience is required. For GS-5: and above: 1 year of nursing experience equivalent to at least the next lower grade level is required. Examples of Nursing Experience GS-04: Administer medication both orally and by intra-muscular injections; report and record vital signs; prepare patient for special laboratory tests; set up and manage specialized equipment. GS-05: Recognize need for and institute emergency measures when indicated; perform catheterizations, changes surgical dressing, perform suctions; administer vitamins, antibiotics, immunizations and corticosteroids.
