Under the general direction of the Education Administrator I (EA I), of the Office of School-Based Health Programs (OSBHP), Whole Child Division (WCD) in the Student Support Services Branch, the Nurse Consultant III (Specialist) is the technical specialist that provides complex and sensitive consultation, works collaboratively with staff in the OSBHP, other program units within the WCD and the California Department of Education (CDE). The incumbent provides highly skilled nursing guidance and support to local educational agencies (LEAs) to promote statewide level direction, guidance, and leadership in school nurse and school health services, and provides a wide variety of tasks to promote the physical, social, mental, and emotional health of kindergarten through twelfth grade (K-12) students through program and resource development and performs the following duties:

Provides leadership and high-level consultation for LEAs and school nurses in developing, planning, implementing, promoting, and assessing school health services for K-12 students, in accordance with approved standards and practices; serve as liaison and resource expert in school nursing and school health services and program areas for local, regional, state, and national school health care providers and policy setting groups.

Provides technical assistance to LEAs and coordinate school health program activities with public health, social services, environmental education agencies, and other public and private entities; research, develop, and disseminate policies and procedures to enhance coordinated school health as described in the Health Framework for California Public Schools.

Provides technical assistance and responds to questions from the field, including school nurses, public health nurses, physicians, school administrators, parents, and other agencies regarding student health issues and school health services; review and analyze legislation relating to physical and mental health and make recommendations for positions on legislative bills.

Stays current on research, educational trends, policies, statewide and national efforts pertaining to school nursing; acts as the Division and CDE School Nurse lead; builds local capacity by guiding LEAs on coordinating school health programs; maintains/updates program web pages and resources; compiles and disseminates best practices, resources, guidance through a newsletter, listserv, and social media; and builds collaborative partnerships with internal and external partners, including the Department of Health Care Services, Department of Public Health, California School Nurses Organization, and LEAs with model programs, to support the implementation of school health programs across the state.

Working Conditions

TELEWORK OPTION

This position is headquartered in Sacramento and may be eligible for a hybrid telework schedule for eligible applicants residing in California. A hybrid telework schedule includes working remotely and physically reporting to the office.

Ability to provide content expertise in the area of school nursing, while ensuring current research and best practices are modeled and implemented. The ability to multi-task and provide detail oriented on task completion, while being an effective communicator.
