As a Nurse Consultant I in the Acute and Home Care Licensure and Certification Section, the main responsibility is to conduct licensure and/or certification onsite surveys or in office review of documentation to ascertain compliance with applicable State Licensure and/or Federal Certification Regulations for Home Care, Home Health and Hospice agencies.

Job Responsibilities Include:

  • Use findings obtained from on-site survey activity (i.e. observations, record reviews and interviews) to prepare deficiency reports which provides legal documentation of providers' non-compliance with applicable State Licensure and/or Federal Regulations.

  • Review Plans of Correction submitted by providers in response to cited deficiencies resulting from on-site surveys.

  • Provide clarification and information to the public, providers and prospective providers on the licensure and certification process, requirements, and interpretations.

  • Intake complaints and concerns from the public for investigation.

  • Respond to written requests for information to the public, providers and other agencies.

  • Meet with interest groups, such as health care associations, civic clubs, and professional organizations to discuss the present and future goals of the licensure, certification and inspection of care programs.

This position is home based. Individuals should reside in Wake, Chatham, Lee, Durham, Orange, Franklin, Nash, Wilson, Harnett, or Johnston counties.

About the Division of Health Service Regulation and the Acute & Home Care Licensure & Certification Section

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services.

The Acute and Home Care Licensure and Certification Section ensures standards of care are provided for the health, safety and well-being of citizens receiving services in State licensed and Medicare/Medicaid facilities and agencies through effective regulatory oversight, consultation and training.

Qualified candidates must document on the application that they possess all of the following:

  • Considerable knowledge of State and Federal rules and regulations applicable to Home Health and Hospice agencies and the ability to interpret such rules and regulations in a reasonable and consistent manner to prevent legal proceedings which can result from error in judgment or decision.

  • A working knowledge of home care documentation standards, management, medical records, medical nursing, pharmacy, diagnostics, clinical nutrition, food service, lab services, patient rights, and social services programs sufficient for completing all of (or any part of) a licensure and/or certification survey.

  • Skills in public relations techniques with the ability to write clearly and concisely and to make oral presentations, as well as the ability to establish and maintain effective communications and work relationships with a variety of healthcare disciplines. This includes professional and nonprofessional personnel in the health care community, including provider administrators/directors, physicians, and facility owners.

  • Knowledge and ability to meet with interest groups, such as health care associations, civic clubs, and professional organizations to discuss the present and future goals of licensure and certification, as well as to convey to these groups the philosophy and goals of the Licensure and Certification Section as a whole.

Physical Requirements:

  • Must be able to lift personal luggage and work materials/equipment (20-25 pounds). Able to stand, walk, or sit for extended periods of time.

Management Preferences:

  • RN with experience in home health or hospice agencies.

  • This position requires strong management skills, and the ability to function as a team member, as well as independently. Must possess strong oral and written communication skills, analytical and investigative skills, sound judgement, and the ability to make objective decisions.

  • Intermediate computer skills (Windows, MS Office products) as well as the demonstrated ability to master new computer technology and complete all work electronically.

Licensed to practice as a Registered Nurse in the State of North Carolina and one year of experience in the area of specialization.
