Location: Open to candidates who currently reside in California; remote in California.

Responsible for investigating and processing and medical necessity appeals requests from members and providers. Primary duties may include, but are not limited to:

  • Conducts investigations and reviews of member and provider medical necessity appeals.

  • Reviews prospective, inpatient, or retrospective medical records of denied services for medical necessity.

  • Extrapolates and summarizes medical information for medical director, consultants and other external review.

  • Prepares recommendations to either uphold or deny appeal and forwards to Medical Director for approval.

  • Ensures that appeals and grievances are resolved timely to meet regulatory timeframes.

  • Documents and logs appeal/grievance information on relevant tracking systems and mainframe systems.

  • Generates written correspondence to providers, members, and regulatory entities.

  • Utilize leadership skills and serves as a subject matter expert for appeals/grievances/quality of care issues and is a resource for clinical and non clinical team members in expediting the resolution of outstanding issues.

  • May support multiple markets.

Qualifications

  • Requires 2 years of experience in a managed care healthcare setting; or any combination of education and experience, which would provide an equivalent background.

  • Current active unrestricted RN license to practice as a health professional within California is required.

  • AS/BS in Nursing preferred.

If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position. * Provides expert technical advice and direction to Appeals Team Case Leaders, ISP Coordinators Appeals Technical Guidance Coordinators, International Specialists, Appeals Officers and other service employees relative to the largest and most complex engineering and valuation issues. Provides technical support and assistance on complex cases which have engineering or valuation issues. Works issues that often require development of new engineering and valuation theories, approaches and techniques, new sources and applications of knowledge and data to achieve or promote issue settlement. * Provides technical expertise as a consultant to Appeals and other divisions, and on committees and workgroups developing new engineering and valuation procedures, models, theories, approaches, and related training programs. Serves as an instructor or speaker for courses or sessions addressing engineering and valuation issues * Provides authoritative reviews of the valuation, engineering and technical findings provided by the Service's examination, and those presented by the taxpayer's appeal. Considers the relative merits of contesting interpretations providing expert guidance to Appeals as to the appropriate determinations and issue resolutions. As necessary, prepares written valuation findings, engineering reports, and other technical guidance for the Appeals hearing and settlement of the issues. * Determines whether the engineering/valuation issues are legal and/or factual. Develops and revises as needed settlement positions for legal issues detailing the hazards of litigation. Develops and revises as needed Appeals settlements for factual issues addressing the requisite facts. * Participates as a team member in Appeals conferences, providing expert advice and assistance to Appeals Officers involved in the negotiations and settlement of tax disputes that have engineering and valuation issues. Meets and deals with the most sophisticated taxpayers and their legal and technical representatives. Travel Required Occasional travel - You may be expected to travel for this position. The range will be adjusted for selected duty location. * This is a bargaining unit position. * Tour of Duty: Monday - Friday 8:00 am - 4:30 pm * If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. You must meet the following requirements by the closing date of this announcement: BASIC REQUIREMENT : Four (4) year course of study in an accredited college or university leading to a Bachelor's or higher professional engineering degree. The curriculum must: 1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum, OR 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: * 1. Static, dynamics * 2. Strength of Materials (Stress-Strain Relationships) * 3. Fluid Mechanics Hydraulics * 4. Thermodynamics * 5. Electrical fields and circuits * 6. Nature and properties of materials (relating particle and aggregate structure to properties) * 7. Any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR A combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. This must be demonstrated by meeting one (1) of the following: * Current professional registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico; OR * Written Test showing evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration; OR * Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences; OR Successful completion of a curriculum leading to a Bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the you have has least 1 year of professional engineering experience under professional engineering supervision and guidance. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Demonstrated professional knowledge and experience in engineering and the ability to apply fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception. Examples of specialized experience include: Ability to adapt and apply methods and techniques of related scientific disciplines; and organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems; Basic tax laws relating to land, buildings, plant facilities, machinery, transportation equipment, patents, contracts, goodwill etc.; Law and legal documents dealing with real and/or personal property and transfers; Pertinent industry practices, procedures, and methods including standard, accepted real estate appraisal procedures, such as the cost, market, and income approaches to value; Standard analytical techniques and procedures; Interdisciplinary approach to determine the tax effect of multiple issues; Highly-complex valuation issues and the ability to identify the valuation and tax implications of a variety of engineering and financial transactions, both domestic and international.
