General Definition of Work
Part-time position in Development Services/Building Services to perform administrative and technical work in enforcing the City of Gastonia's nuisance, livestock, and other ordinances as deemed appropriate. Primary work will be done between March and October of each year, with schedule modifications as needed due to seasonal weather or other factors. This position will work less than 1,000 hours in a given year. Work is performed under the direction of the Chief Code Enforcement Administrator. Additional duties may be required as deemed necessary.
Essential Functions/Duties
Performs Inspections of property in violation of the City's nuisance and livestock ordinances; Ensure that all properties are in compliance with the applicable sections of City code and must be able to apply applicable sections of other codes when necessary;
Possess a strong dedication to customer service for property owners and occupants; Maintain a good working relationship with these individuals as well as other city employees.
Assist the Chief Code Enforcement Administrator with educating the public and preparing presentations to community watch and other civic organizations;
Possess the ability to communicate effectively with all members of the public, including attorneys, contractors, and other City employees;
Responsible for making decisions regarding abatement of nuisances and procuring contractors and bids for individual abatement actions;
Prepares evidence and maintains property files in a manner deemed court-ready: This includes knowing state statutes regarding notification, affidavits, photographs, and inspection reports;
Conducts hearings between property owners, interested parties, and the City; Give evidence at administrative and judicial hearings;
Ability to work within the confines of the judicial systems with regard to administrative warrants, subpoenas and court orders;
Ability to read title summaries and identify ownership and interested parties;
Must be able to make precise decisions regarding bringing in outside agencies for property inspections; (i.e., the health department, DSS, state agencies).
Must be able to equitably enforce and regulate rules with regard to billing, budget, and collections of fines, fees, and reimbursements.
Knowledge, Skills and Abilities
Thorough knowledge of City codes and ordinances, and applicable State laws related to code enforcement administration, methods, and practices;
Basic word processing and computer skills required;
Knowledge of nuisance codes;
Ability to prepare, maintain, and formulate an organized and accurate case file and history of property violations;
Excellent communication skills with the public
Ability to have effective working relationships with fellow city departments, employees, real estate, legal, and other professionals.
Education/Experience/Physical Demands/Special Requirements/Additional Information
Must possess a High School Diploma or GED
Considerable knowledge of code enforcement processes including nuisance abatement; Experience in public relations
Successful completion of the NC Dept. of Insurance Law & Admin Course within the first year of employment
Drug screening, criminal background, and verification of references
