Overview:

The Laboratory Protection Division (LPD) is seeking a Nuclear Material Control and Accountability (NMC&A) specialist in support of the Laboratory Protecting Division who will focus on supporting the Oak Ridge National Laboratory (ORNL) NMC&A Plan. ORNL NMC&A is responsible for providing programmatic and technical support and expertise to the ORNL NMC&A functions. This position resides in the Nuclear Facility Safety Division within the Environmental Safety, Health, and Qualtiy Directorate at ORNL. The position will report to the NMC&A Team Lead.

As part of our team, you will assist the NMC&A team in supporting the management and oversight of the ORNL NMC&A Program and oversight of ORNL Material Balance Areas (MBA) and NMC&A activites which potentially cover all areas of NMC&A (Program Management, Material Control, Material Accounting, Physical Inventory, Nuclear Material Management, and Measurements). In addition this position will be responsible for ensuring compliance with DOE Order 474.2A, Nuclear Material Control and Accountabilty and 410.2, Management of Nuclear Materials.

Major Duties/Responsibilities:

  • Oversees assigned Material Balance Areas.

  • Enters Nuclear Material Records data in a web-based application.

  • Develops and maintains MBA Supplemental Procedures, NMC&A Procedures and MBA Protection Agreements.

  • Address atypical circumstances involving a Material Balance Area.

  • Identify and develop process improvements.

  • Performs Physical Inventories and Reconciliation of MBA inventories.

  • Supports planning and conducting MBA assessments and performance testing.

  • Supports corrective action development, trend analysis, and issues management.

  • Supports development of Key Measurement Point Plan.

  • Oversees the measurement methodologies to support the nuclear material types ORNL manages.

  • Ensures that customer needs are satisfied by managing and coordinating specific deliverables.

  • Supports interface with DOE ORNL Site Office and the DOE Oak Ridge Office, as well as other ORNL Divisions, licensees throughout the United States, and foreign facilities on matters related to nuclear materials.

Basic Qualifications:

  • Position requires a BS degree in business, mathematics, physics, chemistry, engineering, health physics or other relevant fields.

  • A minimum of five years of Nuclear Material Control and Accountability experience. An equivalent combination of education and experience may be considered.

Preferred Qualifications:

  • Experience in maintain high levels of process documentation for safeguards, security, safety, and/or quality

  • Excellent written and oral communication skills.

  • Be a highly motivated, self-starter.

  • Must be able to work as a team as well as on their own.

  • Place strong emphasis in meeting customer and end-users needs.

  • Possess customer-facing skills, strong analytical thinking, and attention to detail.

  • Demonstrate proven abilities to take initiative as well as be innovative.

  • Demonstrate understanding of statistics.

  • Excellent analytical and interpretative ability for applying current DOE Orders and Contract Requirements to support NMC&A and the research of the Laboratory.

  • Demonstrated understanding of measurement practices (nondestructive assay), both theoretical and applied.

  • Excellent interpersonal skills, remains professional under difficult circumstances, and thinks clearly under pressure.

  • Excellent record management skills.

  • Possess basic computer skills (Microsoft suite).

Special Requirements:

  • Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

  • Visa Sponsorship: Not available with this position.
