Nuclear Facility Instructional Content Designer

Idaho National Laboratory is hiring a Nuclear Facility Instructional Content Designer to work in our Materials and Fuels Complex Training department. Our team works a 4x10 schedule located out of our Materials and Fuels Complex with every Friday off.

Responsibilities Include:

The Materials and Fuels Complex (MFC) at the Idaho National Laboratory (INL) is seeking applicants for a Nuclear Instructional Content Designer reporting to the MFC Training Department Manager in the MFC Business Division.

INL is recognized as the lead national laboratory for DOE-NE, providing much of the nuclear research, development, and demonstration capability needed to move nuclear innovation forward to deployment. MFC hosts a unique combination of personnel, facilities and infrastructure and offers the ability to perform research and development of nuclear fuels from fuel design, development and fabrication through post irradiation analysis.

The Nuclear Instructional Content Designer is responsible to lead efforts using operational and technical knowledge and experience to develop training content using the Systematic Approach to Training (SAT) to meet DOE Order and INL training standards. Responsible to conduct job analysis to identify if a training need exist, design and develop lesson content and qualification programs with a strong consideration on adult learning styles and complete evaluation paperwork on assigned training programs. Responsible to complete and document all the SAT process to ensure compliance with training expectation. Incumbents can expect to spend 90% of their time in the analyzing, developing, designing and evaluation phase and 10% of their time in front of the classroom instructing.

Responsible to lead the facilitation, interaction, problem solving and training product development with diverse subject matter disciplines to include Operations, Engineering, Radiological Controls, Nuclear Criticality Safety, and Management staff. Routinely interfaces with operations and research personnel regarding facility training initiatives and demonstrates the ability to coordinate multiple tasks and communicates task status in a timely manner. Lead in the development of solutions to a variety of training problems of significant scope and complexity. Responsible to apply knowledge and experience in a way that aides the organization in meeting the goals and objectives of the MFC mission.

Key functions of this role are:

  • Responsible to write and develop a variety of training products including but not limited to lesson plans, tailgates, student materials, on-the-job training checklists and performance standards, qualifications programs, written exams, walkthroughs, oral boards, etc.

  • Responsible to understand subject matter in such a way as to organize material into an instructionally sound work product.

  • Requires the technical knowledge to grasp, interpret and become fluent in complex operational concepts to include nuclear theory, radiation protection, and purpose/significance of Nuclear Safety Basis, Conduct of Operations and Conduct of Research

  • In partnership with subject matter staff members, develop and maintain examination question banks using examination software; develop, schedule, administer, grade and evaluate written and oral examinations.

  • Schedule and implement training. Maintain complete and accurate case files for all course materials in accordance with BEA/INL defined standards.

  • Track certification, qualification, and training requirements for each candidate to ensure certifications and qualifications do not expire.

  • Conduct training evaluations, and with supervisors, develop solutions to a variety of training problems of moderate scope and complexity.

  • Responsible to provide all training services including needs, job and task analysis, training design, training development (lesson plans, drill guides, dynamic learning activities, OJT guides and performance standards)

Minimum Requirements:

  • PR0200: Bachelor's Degree and 2-5 year's relevant experience, or Masters and 1 year relevant experience. Bachelor's Degree with an emphasis in Science

  • Relevant experience in design and development of training materials is required.

  • PR0300: Bachelor's Degree and 5 year's relevant experience or a combination of 13 years of education and relevant experience in nuclear operations will be acceptable. Degree in STEM field

  • Must have the ability and willingness to obtain the INL Instructor Qualification.

  • Requires the technical ability to grasp, interpret and become fluent in complex operational concepts to include nuclear theory, radiation protection, and purpose/significance of nuclear Safety Basis.

  • Must present work to others for peer checks and accept constructive feedback to improve product.

  • Must be able and willing to work as a team player, build relationships and collaborate with others across a variety of disciplines.

  • Able to perform analysis, design, development, implementation, of technical training in accordance with DOE Order 426.2, associated Handbooks and Guides to Good Practices, and INL and MFC training procedures and practices that utilize the systematic approach to training (SAT) methodology.

  • This position requires the ability to obtain and maintain a Department of Energy "L" clearance, which requires US Citizenship

  • Preferred Skills:

  • Able to perform an evaluation (student and program) of technical training in accordance with DOE Order 426.2, associated Handbooks and Guides to Good Practices, and INL and MFC training procedures and practices that utilize the systematic approach to training (SAT) methodology

  • Demonstrated ability to manage multiple training related initiatives or activities from conception to implementation

  • Experience implementing the SAT process in commercial or nuclear industries.

  • Must have a strong understanding of nuclear facility operating practices to include principles of Conduct of Operations and Conduct of Research.

  • Senior level training experience in nuclear facilities in any of the following technical areas; nuclear operations, engineering/technical staff; maintenance (mechanical, electrical, I&C, or work planning); or a combination of the above

  • Experience developing and delivering reactor training programs, nuclear operations, engineering/technical staff, maintenance (mechanical, electrical, I&C, or work planning or a combination

Job Information:

  • Salary Grade: example: PR0200 - 190 ($72,528 - $119,652)/ PR0300 - 200 ($83,412 - $137,592)
