Pay Range

$183,990 - $236,316 Annually for the TSL.4 level

Job Description

We have an opening for a Nuclear Facilities Superblock Systems Engineering Manager. You will be responsible for exercising real-time, sound engineering judgment and expertise regarding the Superblock (SBK) nuclear facilities. The Superblock is part of the Strategic Deterrence Directorate and consists of four nuclear facilities (Hazardous Category 2 and 3), including some support buildings, with the purpose of enabling various stockpile stewardship initiatives related to national security. You will ensure that safety structures, systems, and components (SSCs) will perform their required safety function, performance requirements, and make appropriate recommendations to facility management with respect to worker and public safety. In addition, you will be responsible for planning and the managing of facility changes and upgrades through the engineering team, maintaining the facility systems in a high state of reliable operation to assure that the facility is available to the maximum extent possible in support of programmatic activities, as well as supporting facility changes due to programmatic projects. This position is in the Strategic Deterrence (SD) Directorate.

In this role you will

  • Provide real-time engineering judgment and expertise on highly complex technical matters involving operability of facility and program safety SSCs, and recommendations to facility and SBK management on the potential impact of degradation of safety SSCs on workers and the public.

  • Maintain and enforce compliance with LLNL policies and procedures, requirements imposed by the DOE, and applicable laws and regulations.

  • Provide subject matter expert level technical knowledge to evaluate and identify solutions for proper operation and maintenance of SBK facilities physical plant, including the structure, utilities, alarms, HVAC systems, fire suppression systems, and other safety SSCs across various engineering disciplines (i.e., electrical, mechanical, civil-structural).

  • Serve as a subject matter expert on facility related requirements for engineered design of programmatic systems to be installed in SBK facilities.

  • Identify and make recommendations for all necessary modifications to the physical plant and approve the resulting proposed modifications as well as manage facility modification/construction projects and qualification of safety-critical equipment.

  • Point of contact of the surveillance requirement procedure program which is used to satisfy the surveillance requirements in accordance with the Technical Safety Requirements Manual (TSR).

  • Develop and manage budgets, schedules, and resources; establish work priorities according to program and facility needs and safety significance.

  • Supervise, direct, and mentor a staff of system engineers.

  • Develop and deliver technical presentations to programmatic clients, SD senior management, and DOE/NNSA Livermore Field Office / Headquarters, plus be able to field any associated questions.

  • Recognize, create, and implement plans to promote and foster a culture of inclusion, diversity, equity, and accountability.

  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.

  • Bachelor's degree in Engineering, Physical Science or related field, or the equivalent combination of education and related experience as it pertains to facility engineering in a critical or hazardous environment.

  • Significant experience in an engineering or related discipline in a high-hazard or critical facility environment.

  • High-level understanding of engineering standards, principles, and processes for design, construction, commissioning, and maintenance of nuclear facility SSCs.

  • Experience participating in formal design reviews and high-level understanding of configuration management practices.

  • Substantial experience in working with Documented Safety Analysis documents or equivalent subject matter expert knowledge and experience.

  • Highly effective leadership skills with significant experience supervising or leading a team in a complex technical/project environment.

  • Substantial experience and subject matter expertise or design authority in nuclear facility engineering and industry code compliance.

  • Multidisciplinary facility systems experience.

  • Budget and personnel management experience.

  • Ability to independently advise, recommend, and approve appropriate actions, and implement solutions to highly complex issues using a high level of independent judgment.

  • Expert communication, facilitation, and collaboration skills necessary to effectively present, explain, and advise senior management, reviewers, and stakeholders.

Qualifications We Desire

  • Master's degree in Engineering, Physical Science, or a related field and/or advanced training/certifications such as Cognizant System Engineer (CSE) training, Professional Engineer (PE) License, Project Management Professional (PMP), or Naval Nuclear Officer Training.

  • Experience working effectively with sponsors and regulators such as the Department of Energy, Nuclear Regulatory Commission, or similar agencies.

  • Substantial knowledge of conduct of operations and conduct of engineering in a nuclear facility.

  • Working experience with containment structures and their associated components such as gloveboxes, fan systems and their instrumentation; radiation or contamination detection systems and their associated alarms.

  • Demonstrated experience implementing plans that promote and value inclusion, diversity, equity and accountability principles in the workplace.

This position requires a Department of Energy (DOE) Q-level clearance.
