Summary:

The New Business Administrator-Extensions is primarily responsible for activities associated with directing developers and individuals through the process of installing water mains to serve new customers. The New Business Administrator coordinates this process from the applicant's initial inquiry into service availability through to the final project closeout. The New Business administrator evaluates Aqua's ability to provide service, reviews and approves engineering plans for the main extension, negotiates, coordinates, and prepares contracts for the work. Once the project is under contract the New Business Administrator provides project information to Aqua's construction division, and compiles and approves documents for asset dedication, and final project closeout. This position is also responsible for reviewing and approving requests and preparing contracts for fire hydrant installations, water main relocations, and fire hydrant installations.

Essential Duties:

  • Receive incoming new inquiries for water or wastewater service through the New Business database and review them to determine Aqua's ability to provide service to potential new customers. Provide Will Serve letters if requested.

  • Review water and wastewater main extension and fire hydrant engineering plans submitted by developers, consulting engineers, and internal staff for conformance with Aqua's plan standards and design requirements.

  • Negotiate and prepare contracts and builder extension agreements related to installing or relocating existing water mains, sewer mains, fire hydrants, and lift stations necessary to serve properties under development.

  • Calculate value-added and administrative fees and pressure relief valve requirements for all new developments.

  • Review contract documents submitted by developers, including insurance certificates, performance bonds, easements, and deeds, to confirm they meet contract requirements before obtaining Aqua's signature on contracts.

  • Collect and internally route value-added and administrative fees from developers.

  • Oversee developer refund agreements where applicable.

  • Track, organize, and report on new water business activities, including contracts, deposits processed, number of new services and laterals, and pipe footage.

  • Provide quarterly reports of authorized main extension work to the Construction Managers for divisional workload management and scheduling.

  • Track Builder Extension Projects to achieve final cost certifications and asset dedications.

  • Prepare and follow through with Pennsylvania Utility Commission ("PUC") applications required for new territory applications related to New Business projects.

  • Evaluate developer, property owner, and engineer requests to relocate water mains and fire hydrants for redevelopment projects.

  • Coordinate the installation and relocation of fire hydrants as required by the fire marshal. This process includes developing an estimate of the cost of work for a fire hydrant install, preparing an easement document, and preparing a fire hydrant agreement for the job.

  • Review, approve, and route the executed fire hydrant agreement and all documentation, including fees.

  • Send the fire hydrant authorization numbers, fire hydrant numbers, and plate designation to the Aqua maintenance department.

  • Prepare easement documents as needed.

  • Update documentation of all steps in the process in AIMS and GIS as needed.

  • Evaluate developer requests for bond reduction and encourage the construction division to obtain and update information such as as-builts and cost accounting forms as needed.

  • Perform other assignments as directed.

Education Requirements:

  • BA/BS Degree in Construction Management/Engineering Technology or a related field is preferred. Others considered.

Specialized Knowledge, Skills, and Abilities:

  • Excellent written and verbal communication skills

  • Excellent organization skills and the ability to work on multiple projects simultaneously and adapt to changing priorities in a fast-paced environment.

  • Strong interpersonal skills (tact, diplomacy, persuasion, cooperation, and the ability to motivate others)

  • A team player able to work effectively in a team-fostered, multi-tasking environment.

  • Ability to read and interpret engineered subdivision and land development plans.

  • Experience with pipeline installation, engineering drawing, cost estimating, and general business.

  • Working knowledge or ability to learn Aqua's water and wastewater tariffs, tariff Rules and Regulations, and Aqua PUC service territories.

  • Capable of making independent decisions on new water service issues using Aqua tariffs as a basis.

  • Basic hydraulic analysis skills.

  • Ability to research property records, deeds, and easements online through public sites.

  • Ability to Understand and interpret utility/construction easements and contract documents.

Experience Level:

  • 3-5 Years of Related Experience

Office Technology Level:

  • Proficient in Microsoft Office suite: Word' PowerPoint and Excel required.

  • Experience in the use of Procore preferred.

  • AutoCAD experience preferred.

  • Ability to review plans in BlueBeam or AutoCad is preferred.

  • Technological Savvy to learn Aqua's Asset Management Information Systems ("AIMS") and Global Information System ("GIS") and other software as needed.

Overall Physical Requirements:

  • Perform sedentary work- exerting up to 20 pounds of force occasionally and a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time.

Travel Requirements

  • This position may require minimal travel. Travel may include occasional site visits to proposed subdivision sites in southeastern Pennsylvania or for annual meetings with other New Business Administrators in Northeastern or Western PA.
