In this role you will:
Use strong project planning and estimating skills to include tasking, budgeting, scheduling, risk identification and mitigation, ability to think strategically, balancing of long and short-term priorities. Make decisions based on capabilities, resources, and objectives. Ensure programs are aligned with contract objectives and within Salient's or customer's business goals. Provide leadership and design of complex systems.Interface with the users(s) and all other stakeholders in order to determine their needs.Generate the highest level of requirements, based on the user's needs and other constraints such as costs and schedule.Perform cost-benefit analyses to determine whether requirements are best met by manual, software, or hardware functions; making maximum use of commercial off-the-shelf or already developed components.Design and develop solutions to application problems, system administration issues, or network concerns.Develop partitioning algorithms (or other processes) to allocate all present and foreseeable requirements into discrete partitions such that a minimum of communications is needed among partitions, and between the user and the system.Keep abreast of industry best practices and trends, as well as new technologies, and then plan and advise during implementation. Monitor new business opportunities. Support and Coordinate with Business Development Team. Bachelor's degree in Information Systems, Computer Science, or related discipline (or commensurate experience).
Fifteen (15) years' related experience, to include:
Experience with federal laws that include, but are not limited to, Federal Information Security Modernization Act (FISMA) of 2014, (44 U.S.C. 101); National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53, Security and Privacy Controls for Federal Information Systems and Organizations; Office of Management and Budget (OMB) Circular A-130, Managing Information as a Strategic Resource; and other applicable federal laws, regulations, and NIST guidance.
Experience supporting a portfolio of programs.
Experience in the Federal Government sector (e.g., HHS and subordinate agencies, VA, etc.).
Experience migrating on-premise systems to cloud hosting providers (e.g. AWS GovCloud).
The ability to obtain/maintain a Public Trust Clearance including a residency requirement for non-US Citizens to have lived in the United States a minimum of three (3) of the past five (5) years.

Desired Qualifications (Education, Certifications, Experience, Skills)
Proven working experience installing, configuring and troubleshooting UNIX /Linux based environments.
Demonstrated experience in the administration and performance tuning of middleware solutions.
Demonstrated Cloud experience, preferably AWS.
AWS Certified Solutions Architect certification.
Experience with monitoring systems preferably DHS' Continuous Diagnostics and Mitigation (CDM).
Experience with automation software (e.g., Puppet, Ansible, Chef)
Solid scripting skills (e.g., shell scripts, Perl, Ruby, Python)
Solid networking knowledge (OSI network layers, TCP/IP)
