Oversees and directs all aspects of the 24/7/365 mission critical data center and network/telecommunication infrastructure operations; including planning, designing, implementing, deploying, supporting and maintaining functions
Exercises leadership and day-to-day management of technical teams tasked with the operations of the data center, data network, telecom network, compute, virtualization and storage systems
Serves as the senior-level escalation point for data center operations and infrastructure managers and staff that responds and resolves all infrastructure operational issues
Establishes high performance and optimized data center, network operations center and telecommunication infrastructure, facilities and services in accordance with industry best practices such as ITIL v3 and ISO 20K.
Manages external vendor relationships with contract administrators to review, negotiate, and revise relevant contracts
Oversees the management of service level agreements (SLAs) with vendors and service providers
Develops policies and procedures for all IT infrastructure operating environments
Reports key metrics on data center and network/telecommunication infrastructure operational activity
Manages and oversees the maintenance of all assets for the data center, networks, telecommunications and other infrastructure
Provides strategic direction for growth with business plans for technology infrastructure operations capacity planning
Designs infrastructure technology services to meet business SLAs
Supervises employees including selecting, training, assigning and evaluating work, counseling, disciplining, and/or terminating
Establishes plans and policies to support the Commission's Continuity of Operations (COOP) plans and business disaster recovery plans
Performs other related duties as required
Mandatory Skills Requirements
Requires Bachelor's degree and 14-16 of related experience including at least 8-10 years of management experience
Requires experience at Department of State, preferably (but not required) in the Bureau of Consular Affairs
Experience managing service support for large enterprises of at least 20,000-30,000 end points preferred
Experience using BMC Remedy ITSM system preferred
Experience with Service Now preferred
Exceptional oral and written communication and negotiation skills as well as proposal writing skills and experience
Experience in transition and start-up of a a large and geographically dispersed program
Has significant and demonstrated technical background in network operations center and/ or data center management.
PMP Certification preferred
ITIL intermediate certifications in service operations, service transition, etc. required
Qualifications Requires Bachelor's degree or equivalent, and ten to twelve years of related (telecommunications operations and management) experience. Additional Qualifications Desired:
Experience managing IaaS environmens and cloud migration activities/ projects preferred. Degrees Equivalent Experience/Education
