  • Prepares, analyzes, reviews, and projects financial impact of large or complex provider contracts and alternate contract terms. Conducts negotiations and drafts individual contracts. Ensures the smooth operation and administration of provider agreements. Primary focus on medical groups/IPA's and hospitals

  • Attain department goals under the leadership of the Director of Provider Contracting and ensures alignment of these goals with the company's broader strategic priorities.

  • Continually reviews and modifies contracting and cost of health care savings strategies in anticipation of, and in response to, shifts in provider and competitor negotiating approaches.

  • Improves and maintains highly competitive unit costs across all products and in doing so ensures that a superior provider network is available to all employer groups.

  • Negotiates independently with minimal guidance from the Director to achieve negotiation results with the most complex providers.

  • Utilizes strong analytical skills and tools to achieve success in negotiation results.

  • Leads multi-disciplinary teams including Medical Management, Provider Relations, Analytics and Sales to implement a new regional structure and help manage the total cost of healthcare within the assigned region.

  • Identifies opportunities within the assigned local market (i.e., network expansion opportunities, utilization or unit cost excesses, etc.) and assesses market trends to

  • drive initiatives which enhance companies market position.

  • Other duties as assigned.

  • 5-7 years provider contracting / negotiation experience including experience managing complex negotiations with a Bachelor's degree in Business, Healthcare Policy, Public Health or related field.

  • Excellent oral/written, communication and presentation skills, including influence abilities for internal and external discussions

  • Effective negotiation skills and understanding of fee-for-service hospital and capitated reimbursement methodologies (including knowledge of DOFRs) and provider network analysis

  • Effective in balancing multiple negotiations and projects with successful outcomes while meeting tight timelines

  • Strong planning and organizational skills

  • Excellent analytical and problem-solving skills, including knowledge of financial impact analysis.

Office Environment - full time schedule in Woodland Hills Office.

The job entails delivering on established quantifiable goals and targets for their assigned network of providers. Servicing the designated provider network in the operational and compliance aspects of provider contracts. Daily interface with providers and internal constituents to effectively resolve service issues in a timely manner is a requirement of the job. Ability to present in group settings, independently drive issues to resolution and multi-tasking are required. * Collaborate with providers to improve provider performance. Customize special education needs for providers as well as delivering strategic communications to assigned providers with minimal guidance. * Coordinate escalated claim disputes and all necessary research timely and effectively with minimal guidance from manager in setting action plans to analyze and resolve root cause. * Implement and support Company strategic goals. * Coordinate efforts to ensure BSC and its contracted providers follow regulatory requirements. * Drive focused strategic outreach with Providers to ensure compliance with Accessibility and Availability within state and federal regulations are met; Emphasis on improving member's experience and perception in Getting Needed Care and Getting Care Quickly to help achieve Blue Shield's mission to meet a Medicare STAR 4 (or better) rating. * Complete Transition and Disengagement Reports required by the Department of Manage Health care when IPAs/Medical Groups or Hospitals submit termination notices. * Conduct data driven operations meetings with assigned network of providers which includes IPA/medical groups, PPO providers/provider groups and Hospitals; Ability to drive critical discussions with assigned network of providers to deliver established quantifiable goals and targets * Knowledge of provider group and hospital contract language including interpreting the division of financial responsibility. * Ability to lead ad-hoc projects/assignments and actively drive discussions in all internal and external meetings. * The job requires high level of autonomy in decision making since PRC's main customers (providers) need to rely on the PRC's for answers to issues that need immediate resolution. * Ability to work independently under limited supervision. Education/Requirements: * 3 - 4 years Provider Relations experience including experience in managing provider group system and/or hospital system relationships. * In-depth knowledge of Blue Shield of California's mission, vision and strategy and healthcare industry environment. * Candidate must have the ability to travel to meet with providers and various Blue Shield offices throughout Southern California. * Typically, a broad understanding of other areas within the job function. In addition, requires business acumen, strategic thinking, financial analytical skills and decision-making skills. * Must have the ability to collaborate with various functional areas, influence providers, be a team player, work independently under limited supervision, interact with different stakeholders of the organization and cultivate business relationships with various constituents. Knowledge and Skills Preferred: * Proficient in Office Suite including Word, Excel, and PowerPoint Presentations. * Ability to influence providers and build strong provider relationships. * Effective communication. * Ability to build and maintain relationships externally and internally * Strong organizational and time management skills. * Analytical and critical thinking skills, including the ability to assess and analyze issues or reports and make recommendations. * Knowledge of Provider Networks in California. * Knowledge of regulatory Requirements is preferred.
