JOB SUMMARY:

Responsible for the design, deployment, maintenance, advanced diagnostics, troubleshooting and day-to-day administration of highly complex communication servers and software in support of all County communications running over both traditional and Voice over IP networks. Participates in planning of programs, policies or objectives for own work group and department.

Responsibilities

  • Participates in the design, installation, and support of Fort Bend County's communications systems, utilizing analog and digital networks as well as advanced Voice over IP/SIP networks running over the County's network infrastructure.

  • Provides strategic technical direction, roadmap design, installation, and configuration of all IP-based PBX telephone systems/services.

  • Responsible for design, staging, configuration, implementation, and support for VoIP installations as necessary.

  • Provides day-to-day support, proactive maintenance, and performs independent complex system troubleshooting.

  • Identifies capacity and performance issues to ensure uninterrupted service.

  • Recommends and implements communications systems policies and standards to ensure adherence to approved security and disaster recovery procedures.

  • Work with outside vendor services to ensure that support contracts are adhered to, and services are provided in an efficient and timely manner.

  • Provide advanced diagnostics, proactively monitor, and document all county VoIP and SIP configurations which utilize advanced Cisco CUBE routers, switches and servers, network operating systems and networking protocols.

  • Collaborate with other IT teams, management, and lines of business to provide troubleshooting assistance for large-scale outages and implement telephony infrastructure for cross-functional projects across the organization.

  • Research and recommend technology in support of long-term voice capacity

  • On call 24 hours per day, 7 days per week to respond to voice related problems and

  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

Qualifications

  • Bachelor's degree in computer science, Information Systems or related field. (High School/GED and five years of relevant professional experience may be substituted for the Bachelor's Degree).

  • 5 years hands-on experience with voice and data products including Cisco Unified Communications Manager / Call Manager (ver. 12.5 preferred), Cisco Voice Gateways, Cisco Unified Border Elements (CUBEs), and Survivable Remote Site Telephony (SRST) functionality, VoIP troubleshooting tools, Cisco UCCX Contact Center, Cisco Routers and Cisco Switches.

  • Understanding of Voice/VoIP service provisioning methods, service delivery, SLA metrics, and procedures.

  • Desirable but not essential: 10 + years of Information Technology experience, Cisco Certifications such as Cisco Certified Network Associate (CCNA), Cisco Certified Network Professional Collaboration (CCNP), Cisco Certified Design Associate (CCDA), Cisco Certified Technician (CCT). Direct experience designing, administering, securing, and maintaining a converged enterprise network that includes wireless, VoIP and video technologies.

  • Understanding of VOIP protocols and Codecs SIP, RTP, T.38 G.711 G.729.a, H.323.

  • Strong verbal and written communications skills; interpersonal skills and ability to deal effectively with the public, vendors, other employees, and elected officials.

SALARY RANGE: $38.90 - $48.62 hourly based on qualifications
