Contingent Upon Funding

Sr Network Engineer

Provide senior level network and system engineering support for the Combined Tactical Training Ranges East

Perform engineering and project management, requirements development, system and network design, COTS product evaluation, cost analysis and estimation, procurement, pre-installation development and testing, systems installation and integration, with full integrated logistics support to include configuration management, documentation, and training for Navy approved network and communications projects

As a member of the Cyber Security Workforce (CSWF), is a subject matter expert, providing consultation and guidance to Information Security for implementation of STIGs, and continued development and remediation of both classified and unclassified, wired and wireless, mission critical Naval Combat Training environments

Plans, proposes and implements modifications, modernizations, improvements and upgrades of communications equipment, range reconfigurations and new facility buildups. Supports equipment relocation to include cost analysis, optimization studies, engineering studies, integration and installation for changes in the network environment

Analyze network requirements to plan for projected bandwidth loading of new systems or modifications to existing systems

Support mission critical range communications to include engineering, installation, and integration of servers, network appliances, and communications equipment as necessary to meet present and future communication requirements.

Prepare, deliver, and submit technical papers and perform engineering studies

Develop and apply advanced methods, and analytical techniques in research, investigation and solution of complex problems.

Work closely with Configuration Manager and Drafters to create and maintain network and configuration documentation.


Minimum Requirements

Bachelors Degree in computer science, math, or engineering and at least 5-7 years of job-related experience or equivalent. Years of experience may be used to waive degree requirement

Experienced in LAN/WAN design and implementation using Cisco routers, switches, firewalls, and IDS

SolarWinds Network Management Systems

Project management, systems integration, and configuration management

Experience configuring Cisco firewalls, based on STIG requirements and security best practices.

Testing and monitoring Cisco Systems, networks, fiber, and microwave data links

Certifications Security +, Cisco Certified Network Associate (CCNA)

Must possess and maintain an active SECRET clearance.

Must possess and maintain a valid state Driver's License.

Must obtain and maintain current CPR/First Aid certification.

Preferred Qualifications

BS degree in Communications or Computer Engineering

Cisco Certified Network Professional (CCNP)

Microsoft Certified Solutions Expert (MCSE)

Microsoft Certified Solutions Associate (MCSA)

Microsoft Certified IT Professional (MCITP)

This position requires an active SECRET clearance. In this role the Senior Network Systems Engineer will provide support to the Naval Station Guantanamo Bay Base Information Transport (GBIT) Command, Control, Computer, Communications, and Intelligence (C4I) for real-world operations and exercises onboard U.S. Naval Station (NAVSTA), Guantanamo Bay, Cuba, its tenant commands and other Department of Defense and U.S. Government agencies. This includes Joint Task Force Guantanamo's Terrorist Detainment Operations, Office of Military Commissions and the Department of Homeland Security's Migrant Operations. GBIT communications/connectivity requires Tier 2-4 support as well as Information Assurance (IA) execution support at NCTAMS LANT Detachment Guantanamo Bay, Cuba (NCTL DET GTMO). Provides support for configuration management and accreditation of systems. Frequently develops, reviews, or updates documentation. Travel may be required. (5%) MAJOR JOB ACTIVITIES: . 1. Provide technical subject matter expertise with resolving Multiprotocol Label Switching (MPLS) transport networking issues across the entire system equipment string. 2. Provide technical subject matter expertise and training in support of implementing authorized Information Assurance (IA) initiatives. Develop system architecture documents addressing systems and network infrastructure requirements. 3. Assist the customer with the validation and execution of disaster recovery and system restoral procedures, rapid response for emergent issues and network documentation and training as required. 4. Provide on-site engineering and technical support for the integration of Information Technology (IT) hardware and software upgrades at NCTL DET GTMO. 5. Candidate must be capable of working independently with little or no supervision in a high operations tempo environment. MATERIAL & EQUIPMENT DIRECTLY USED: Navy classified and unclassified networks. Hardware/software to include but not limited to Cisco ASR routers and ASA Firewalls, Cisco Evolved Programmable Network (EPN) Manager, switches, Windows servers and workstations. WORKING ENVIRONMENT: Candidate will work on-site at Naval Station Guantanamo Bay, Cuba. Work will be in computer facilities at NCTL DET GTMO. In order to provide required service to customer base, work at times other than normal work week hours will be required to participate in meetings, troubleshooting efforts, and installations. PHYSICAL ACTIVITIES: Personnel may be required to stand or sit for prolonged periods of time. Individual must be able to lift up to 30 lbs. unassisted. Qualifications MINIMUM QUALIFICATIONS: Education/Certifications: One year related experience may be substituted for one year of education, if degree is required. BS in Information Technology (or equivalent technical degree) or 8+ years technical experience in related discipline required. Candidate shall have one of the following IAT Certs: Security+ CE, GSEC, SSCP or higher level and an OS certification in accordance with DoD 8570.01M. IAT-II certification required. CCNA or CCNP certifications highly desired; equivalent training or knowledge required. Multiple certifications highly desired. Experience: 6-8 years of experience working on an enterprise network or equivalent required. Candidate must have senior level experience in network architecture/design to support real-time applications, configuration management, and requirements analysis. Candidate must have experience with Networks (CISCO) and Windows. 2+ years' experience on a military enterprise network highly desired. Must have advanced/expert proficiency in all aspects of network engineering: design, implementation, monitoring and troubleshooting. Experience with MPLS technology including L2/L3 VPN and traffic engineering required. Knowledge of TCP/IP, IS-IS, EIGRP, BGP, OSPF and telecom circuit provisioning required. Enterprise level experience with VLANS, Trunking, Spanning Tree, Port Spanning, QoS, VPNs required. Skills: Must be able to communicate well both orally and in writing. Must be able to communicate well with senior Navy officials and technical personnel. Must be able to provide OJT to technical personnel and modify technical documentation, SOPs, baseline documentation (drawings, topologies, etc.) and other systems engineering documents. Must be able to use tools to develop architecture diagrams and prepare or support brief preparation under direction from the network lead.
