Serve as PEO-C3T Representive for providing future planning and technical expertise to many Army C4ISR Tactical Networks and Radio Programs (e.g. Handheld Manpack Small Fit, Mid-Tier Networking Vehicular Radio, Air-Martime Fixed Radio) in support of the Network Integration Events (NIE), Army Warfighter Assessments (AWA) and Integrated Tactical Network (ITN).

Maintain and provide technical expertise for placement of the Soldier Radio Waveform (SRW) and Tactical Scalable Manet Waveform (TSM) communications within the NIE/JWA architecture for Tactical Internet. Demonstrate skill with use of Joint Enterprise Network Management (JENM) systems, Joint Tactical Networking Environment NetOps Toolkits (JTNT), On-demand Information Network (ODIN) and Mobile User Objective System (MUOS) equipment.

Must be knowledgeable with the Army's future force requirements and Agile Acquisition Process. Primary resposibilities include: coordinate with vendors for initial SUE submission, map system objectives to Army gaps, completing Request for Information (RFIs) to obtain approval for Information Assurance (IA)/Safety Release/Spectrum NSA certification, DIACAP, IATT/IATO requirements, coordinate with ATEC for a Safety Assessment Report (SAR) Coordinate 1494s and spectrum requirements with ASMO Horse Blanket and Network Architecture Development and Placement and coordinate placement of systems in the Horse Blanket according to the objectives and/or Basis of Issue (BOI). Provide a system of systems approach for operational, technical, and platform which assesses initial IP address requirements and interfaces to routers and applications. Constantly involved with Bull Pen and Gatekeeper Review that refine system requirements for each area (e.g.; Instrumentation, Logistics, Training, Engineering and Integration, Schedule, Funding, IA/Security, Safety, Spectrum, LBRR, and Initialization). Provide support for the development of system delivery schedule and funding requirements.

Provide SoSI acquisition support for additional equipment. Engineering mission thread development support and develop scenarios and vignettes. Coordinate with the test community (ATEC and BMID) and vendors for data collection, instrumentation, and data reduction requirements.

Conduct pre-NIE risk reduction efforts (e.g., DSA testing at Ft. Dix) Lab Based Risk Reduction (LBRR). Coordinate the delivery of systems and FSR support. Assist the LBRR in test development, integration, and execution of the test.

LOCATION: Aberdeen, MD JOB STATUS: Full Time (contingent on contract award) TRAVEL: Up to 25% of the time REQUIRED QUALIFICATIONS (Education, Certifications, Experience, Skills) * BS degree in a Communications Engineering or Information Technology related discipline. * Five (5) years of experience in performing technical design, analysis or research into terrestrial communications systems. * Cisco Certified Network Professional (CCNP) certified. * Experience is required in two (2) or more of the following areas: * Transport architecture analysis and evolution strategy including but not limited to; optical fiber, terrestrial wireless, routing and switching technologies (IP/MPLS), leased circuit aggregation/optimization and capacity management and expansion planning * Infrastructure performance modeling, simulation, monitoring and analysis * Network component/device test, evaluation, market analysis and business case preparation * Network timing and synchronization distribution, performance, reliability and availability analysis * Current knowledge of wireless and SATCOM networks; within 3-5 years SECURITY CLEARANCE: Active Secret EDUCATION: Bachelor of Science CERTIFICATIONS: * Required - CISCO Certified Network Associate (CCNA) * Desired - Cisco Certified Internetwork Expert (CCIE) certification and/or Cisco Certified Design Expert (CCDE) EXPERIENCE LEVEL: Senior/Lead DESIRED QUALIFICATIONS/SKILLS: * M.S. Degree in Information Technology or Communications Engineering. * 5-10 years of experience in technical analysis of communications systems design * Experience in three (3) or more areas identified above. RESPONSIBILITIES: * SME supporting communication systems to include but not limited to Joint Network Node (JNN), Satellite Transportable Terminal (STT), Regional Hub Node (RHN), Soldier Network Extension (SNE), Tactical Radio (TR) and Tactical Communications Node (TCN) in the engineering analysis of critical Army tactical telecommunications infrastructure. Provides support to multiple Programs of Record (POR), to ensure that integration and initializations strategies properly support the POR's requirements to include implementation, operations, maintenance, and defends a global transport infrastructure supporting military operations, Combatant Commands, Services and Agencies. Provides technical expertise across the systems engineering life cycle from requirements analysis to test and evaluation and operations issue resolution including working with emerging communications system developers to determine innovative approaches to improve performance, robustness, and effectiveness, especially under contested environments and chaotic environments. The candidate will work on a wide range of engineering, testing and acquisition challenges and will be involved in supporting the development, acquisition, and testing of communications technology to support the Army's wide area tactical communications networks which currently use a combination of terrestrial line-of-sight (LOS) and Beyond LOS(BLOS) radio communications, wideband Satellite Communications (SATCOM), and IP networking.
