Location: Parlier, CA

Status: Part-time 18 hours per week (3 days per week, 6 hours per day)

Job Purpose or Summary:
RTL Networks is seeking a Network Administrator to provide customer support, network data communications, system administration, security, telecommunications, and web services. Support is grouped into four task areas: Equipment Support, Software Support, LAN Support, and Other Support.

Essential Job Duties:

  • Equipment support for approximately 45 users and 55 networked computers (mostly Microsoft OS, with some Mac OS)

  • Maintain, repair, and provide training on all workstation and peripheral equipment

  • Troubleshoot and correct equipment malfunctions

  • Install printers, monitors, circuit boards, and chips

  • Relocate IT equipment as needed

  • Provide technical support and representation in acquisition, evaluation, and testing of equipment

  • Maintain equipment status, maintenance, and repair records

  • Serve as representative in coordinating equipment in need of repair

  • Install and maintain network devices in an Active Directory environment as required

  • Software support

  • Maintain operating systems and commercial software packages to keep systems current and updated so that they function properly

  • Notify client personnel of any necessary upgrades and recommend a course of action

  • Install and maintain software

  • Provide support and training to staff as appropriate

  • LAN support for an established Active Directory (AD) Domain with various software packages installed, Cisco switches and routers, and 1000MB and POE to each desktop

  • Perform the services necessary for the efficient and effective operation and maintenance of the Local Area Network (LAN)

  • Install, configure, and maintain file servers, network operating systems, and related items in an Active Directory environment

  • Respond to network malfunctions within one (1) hour of notification

  • Create batch administration scripts

  • Conduct systems backup as required

  • Review and analyze requests for network connectivity

  • Resolve problems with LAN

  • Install LAN for new users

  • Maintain Internet and Wide Area Network (WAN) connections as required

  • Assist in developing security and disaster recovery LAN policies as required

  • Assist in developing and evaluating of technical specifications for proposals and bids

  • Other support

  • Staff a Help Desk, during regular working hours, for computer assistance and respond to requests within one (1) hour

  • Maintain an electronic log of requests, actions, and history that is accessible via the LAN

  • Assist with printing of posters and the subcontracting of custom graphics

  • Train new employees on IT policies and procedures

  • Provide computer repair services

  • Conduct Cyber Security investigations as required by ARS/USDA within 24 or 48 hours as directed, and provide the appropriate written report(s) to the requesting Authority

  • Set up and assist with requests for Audio-Visual equipment and systems

  • Work with client personnel to cleanse and dispose of surplus computers and IT equipment

Minimum Qualifications Include the following:

  • Associates Degree or Equivalent Experience

  • 4 Years of experience performing job duties similar to those described herein

  • Knowledge of network design, implementation, and administration

  • Knowledge of network and infrastructure security technologies

  • Knowledge of Active Directory in support of accounts

  • Knowledge of Microsoft and Mac operating systems

  • Knowledge of PC systems, including hardware, software, peripheral equipment, and typical applications sufficient to instruct and advise users on systems operations

  • Knowledge of IT principles, concepts, methods, standards and practices in order to plan and carry out assignments, interpret procedures and guidelines, and work with users in resolving issues

  • Knowledge of Federal data security requirements, practices and maintenance procedures preferred

  • Skill in troubleshooting network hardware and software applications, and security systems to resolve operational issues

  • Communication skills to provide technical instructions and to resolve problems via telephone or remote control

  • Ability to create, modify and keep accurate network documentation

U.S. Citizenship required.

Position Summary: Under direct supervision of the State Program Director/MSHS Area Manager, directs the operation of a multicultural, comprehensive early childhood education program designed to meet the needs of low-income children and their families. Oversees and ensures quality program services for children and families within the State Child Development/MSHS Programs. Monitors programs for compliance with State Funding/MSHS Terms & Conditions, and State Licensing requirements. Supervises, monitors and evaluates all staff in the assigned center. Responsibilities & Duties: 1. Works closely with Program Directors, Program Coordinator, Area Manager, Program Specialists on a consulting basis to ensure that the State Funding/MSHS Terms & Conditions are in full compliance. 2. Works closely with Program Directors, Program Specialists, Area Manager, and Consultants, on an "as needed" basis in designing training for center staff. 3. Supervises and monitors performance of program staff and periodically conducts formal evaluations; advises and assists program staff in the resolution of work-related problems and conducts center staff meetings. 4. Monitors and maintains facility standards as well as conducting regular inspections of the center. 5. Completes recruitment/enrollment activities in the State Child Development/MSHS Programs. 6. Provides orientation to newly hired staff and substitutes on their responsibilities and program philosophy, policies and procedures. 7. Monitors program activities to ensure that mandated standards and objectives are reached such as reviewing lesson plans, ongoing assessment of children's' development, participating in case conferences, parent committee meetings and on-site reviews. 8. Monitors mealtimes for Child and Adult Care Food Program at least once per year. 9. Conducts annual monitoring evaluation of the State DRDP & CMR. 10. Participates in the State Parent Advisory Committee (PAC) or other local agency committees as needed. 11. Attends out of county and out of state cluster meetings and trainings provided by the State Child Development/MSHS Programs. 12. Provides direction to ensure an educational program, which is individualized to meet the needs of each child to include age-appropriate materials and procedures for ongoing observation, recording, and evaluation of each child's growth and development. 13. Consults with all service area specialists to ensure a comprehensive child development program for all low income children. 14. Assists in the planning and implementing of an effective training program for staff and parents to increase their knowledge, skills and experience in child growth and development. 15. Assists in the development of a comprehensive, individual, professional growth plan for center staff. 16. Acts as a resource person in describing and providing instructional materials to fulfill objectives and meet program needs. 17. Develops and maintains a cooperative/liaison relationship with community agencies, organizations and learning institutions to ensure coordination of services and training opportunities. 18. Must attend an annual in-person or bi-annual online State Licensing pre-approved Mandated Reporter Training per AB 1207. 6. Must complete a health screening physical completed within 12 months prior of employment to or 7 days following the date of hire, and a current TB skin test/ Chest X-Ray. 7. Must complete 16 hours of preventative health practices and safety training which must include pediatric first aide & CPR, preventative health practices, and one hour of childhood nutrition training in accordance with State Licensing regulations. 8. Must be able to travel out of county and out of state as needed for meetings and trainings. 9. Must have strong written and verbal communication skills. 10. Must demonstrate ability to provide training and support for staff and parents in early childhood education including child growth and development, guidance techniques, child observation and assessment, multicultural, individualized programming, and curriculum development. 11. Must be able to relate well to all people of the community regardless of color, national origin, religion, sex, pregnancy, age, marital status, veteran status, sexual orientation, disability or socio-economic level. 12. Must be dedicated to the goals and philosophy of CAPSLO, and the Child, Youth, and Family Services Programs. 13. Must have dependable, insured transportation and a valid California Driver's License (mileage to be reimbursed) and acceptable driving record. A DMV printout and proof of insurance will be required. 14. Must demonstrate sound judgment, supervisory and administrative skills and provide professional leadership. 15. Must use reasonable precautions in the performance of one's duties and adhere to all applicable safety rules and practices; and act in such a manner as to assure at all times maximum safety to one's self, fellow employees, clients and children. 16. Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council. 17. Must understand, uphold, and continue working toward accomplishing the mission, strategic goals and performance measures of the agency. As a supervisor, must assure all direct reports understand their role in accomplishing the above. Physical and Environmental Requirements: Position requires intermittent sitting, standing, walking, twisting, and bending. Must be able to lift up to 40 pounds. Simple grasping and hand manipulation required as well as reaching above and below shoulder level. Requires working indoors in temperature controlled environment with some exposure to copier and printer chemicals/fumes. Must be able to withstand exposure to noise in a day care environment.
