MINIMUM TRAINING AND EXPERIENCE

The following education and experience will be accepted:

  • Bachelor's Degree in Computer Science, Information Technology or aclosely related fieldwith a minimum of two (2) years ofprogressively responsible experience in Local Area Networks (LAN), personal computer and current Windows operating systems, all preferably in a governmental setting. or;

  • Associate Degree in Computer Science, Information Technology or a closely related field with a minimum of six (6) years of progressively responsible experience in Local Area Networks, personal computer and current Windows operating systems, all preferably in a governmental setting, or;

  • High School Diploma with ten (10) years of recent specific job-related experience in Local Area Networks, personal computer and current Windows operating systems, all preferably in a governmental setting and certified as a Microsoft Certified Systems Engineer (MCSE) or Microsoft Certified Administrator (MCSA).

Must possess a valid Florida Driver's License and have and maintain an acceptable driving record.

Essential Employees may be required to work during an undeclared emergency and/or declared emergency. On an incident-by-incident basis, the employee's Department Head will make the determination as to who will be required to work.

GENERAL STATEMENT OF JOB

Under general supervision, performs specialized professional and technical work in the analysis, coordination, implementation and maintenance of the City-wide multi-network, multi-user Local Area Networks (LAN), Metropolitan Area Networks (MAN), and/or Wide Area Networks (WAN). Maintains centralized, decentralized, and remote network services. Maintains network security and data integrity.

Monitors overall network performance and provides consultations and recommendations as required to troubleshoot and resolve network problems. Responsibility extends to the installation and configuration of the network operating system (NOS) and related software on all servers, switches, bridges and routers and other network communication devices. Employee is responsible for analyzing and testing new and existing information systems and procedures.

Employee must exercise initiative and independent judgment in all phases of work. Reports to the Network Operations Manager.

SPECIFIC DUTIES & RESPONSIBLITIES

ESSENTIAL JOB FUNCTIONS

Implements and maintains the citywide multi-network, multi-user environment.

Maintains availability of centralized, decentralized, and remote network services including but not limited to file service, printing, local electronic mail, Internet electronic mail, office applications, remote access, Internet web connectivity, and gateways.

Performs all network administration and maintenance of designated physical and virtual networks required to meet business requirements.

Acquires and maintains current licenses, checking for security breaches, and maintains proper installations and applications.

Assures all network and physical infrastructure alerting and reporting, availability, scalability, security and performance is within proper specifications.

Tracks, troubleshoots, and corrects network related issues either logged through the help desk and/or recorded through the monitoring of the network.

Plans and installs software updates and patches to network operating systems, server-based applications, and centralized services.

Plans and installs hardware upgrades for network servers, gateways, and associated network communication devices.

Maintains accurate and up-to-date documentation for network hardware and software.

Plans, configures, and troubleshoots networked devices including but not limited to printers, personal computers, modems, plotters, and scanners.

Plans, configures, and troubleshoots network client software installations and updates.

Provides consultations and recommendations to managers and technicians to troubleshoot and resolve network problems, monitor overall performance, and conduct upgrades as needed.

Maintain inventory and related records of all network equipment, software, and maintenance agreements to ensure available documentation and compliance with licensing agreements.

Administers user access to network resources and adds/modifies/deletes user accounts for file/print and remote access servers.

Administers electronic mail gateways, both internal and Internet.

Diagnoses and repairs or coordinates repair of network hardware.

Monitors performance of servers and network communications devices (such as hubs, switches, routers, etc.) and takes appropriate action to tune and optimize such devices to maximize performance and throughput, and minimize downtime.

Monitors disk capacity and takes appropriate action to ensure adequate disk space is available to networked users, software applications, and attached devices.

Checks and responds appropriately to errors logged by the server and/or network devices.

Maintains accurate and up-to-date documentation of all errors of high severity and action taken to correct the error.

Implements and ensures adherence to system standards/procedures.

Maintains the highest levels of network security and data integrity including antivirus countermeasures.

Tests, implements, and periodically updates a disaster recovery plan for the enterprise.

Ensures that daily or weekly and incremental or full backups are performed and verified and rotates media offsite.

Ensures that procedures are in place to restore files from backup and/or archive.

Provides technical support to end-users.

Assist managers with the coordination and implementation of in-house training classes, which include determining the needed classes, developing the lesson plans, and student handouts, arranging for the use of the necessary computer equipment and conducting the classes.

Develop specifications for information systems and other computer related equipment. Review and test new information systems, make acquisition recommendations, and prepares purchase requests as required.

Maintains knowledge of network-related emerging technologies and evaluates vendor products for potential use within the agency.

Analyze and test new and existing information systems and procedures. Recommend and implement changes to improve systems performance.
