Summary:

The network administrator position will be assigned to the Police Department IT division. The job posting is being advertised for all network administrator I-IV positions to attract the best quality candidate for the department. The position will work out of the Lawrence Police Facility. Each level will have its own qualifications listed. There will be an extensive background investigations due to the sense of the position.

General Responsibilities:

Important responsibilities and duties may include, but are not limited to, the following:

  • Has responsibility for development, implementation & management of department programs or operations at a management level (and may assign portions of work to subordinate employees)

  • Duties include supporting users and departments via phone, email and onsite, documenting problems and resolutions in a helpdesk database, opening, updating, and closing tickets.

  • Computer and operating system support includes installation, maintenance, repair, upgrades, updates and troubleshooting of hardware; duties include diagnosing common points of failure, repair or arrange for repair the failing component(s) as necessary

  • Software Application support includes installation, upgrades, troubleshooting, assisting users in the use of standard and specialized applications.

  • Position assists with performing asset inventory audits as assigned and assisting in maintaining accurate inventory records

  • Support host and client/server-based applications which are delivered over local and wide

area networks, potentially including thin-client technologies.

  • Maintain compliance with State and Federal information systems security standards.

  • Disaster Prevention duties include monitoring of assigned backup responsibilities, being proactive in the prevention of data loss; prevention of unauthorized use of escalated privileges; virus prevention and removal duties; promoting IT best practices.

  • Documentation of work performed; documenting explanations of complex processes developing a knowledge base for department wide use; properly recording of asset moves, adds, and changes in accordance with hardware and software inventory records; includes documenting of work performed to aid department in reporting required performance measures for the department.

  • Training duties include supporting and instructing users in use of software applications, databases, and a variety of specialized applications; includes cross-training co-workers in matters where an employee is considered a subject matter expert.

  • Work closely with third-party vendors to implement specialized applications, while

providing necessary direction and support for implementation and on-going maintenance

  • Ensure data integrity through industry-standard methodologies such as archiving, backup, data replication, and recovery procedures.

  • Setup and troubleshoot VOIP devices as well as assist in maintaining VOIP system.

  • In addition to Technology Operations Manager, position may work directly with other IT Leaders, System, Database and Application Administrators and Network Architect, in day-to-day activities, and in a variety of special projects. Position may also provide information and assistance to IT consultants.

  • Assist, advise, and train IT personnel in software and application configurations.

  • Requires routine use of City or personal vehicle in supporting the technology used at various City facilities.

Network Administrator I

  • Read and understand complex technical manuals and instructions and can discern what procedures are necessary to complete assigned tasks.

  • Read and interpret security policies and requirements to implement compliant infrastructure solutions and understand object-oriented languages and development methods.

  • Evaluate complex business processes and design applications that emulate that process.

  • Manage multiple projects simultaneously and track versioning properly.

  • Provide instruction and assistance to Department staff in use of computer hardware and software.

  • Read and understand complex technical manuals and instructions for both computer hardware and software.

  • Maintain effective audio-visual discrimination and perception needed for making observations, reading, and writing, operating assigned equipment, and communicating with others.

  • Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities. Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include operating assigned equipment, transporting, and installing computer hardware.

  • Communicate clearly and concisely, both orally and in writing.

  • Establish and maintain cooperative working relationships with those contacted in the course of work, having a goal of providing excellent customer service.

  • Maintain confidentiality in the performance of duties.

Network Administrator II

  • Observing and meeting qualifications all requirements of Network Administrator I.

  • Be able to work 80% independently with little to no guidance or supervision.

  • Being able to adapt to learn and support a new technology, platform, or application.

  • Train and lead Helpdesk technicians as needed.

  • Be a self-starter and know how to prioritize tickets, tasks, and projects.

Network Administrator III

  • Observing and meeting qualifications requirements of Network Administrator I and II.

  • Be able to work 90% independently with little to no guidance or supervision.

  • Being able to adapt to learn and support a new technology, platform, or application.

  • Train and lead junior System Administrators as needed.

  • Take a more strategic focus on projects, building efficient and effective long-term solutions.

Network Administrator IV

  • Observing and meeting qualifications requirements of Network Administrator I, II and III.

  • Be able to work 100% independently.

  • Being able to adapt to learn and support a new technology, platform, or application.

  • Train and lead other System Administrators as needed.

  • Emulate that of a Senior or Enterprise System Architect, looking at newer technologies, embracing innovation, strategic long-term solutions, efficiency of process.

Qualifications:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Network Administrator I

  • Three (3) years of experience in general computer technical experience, which may include Help Desk and Customer Support experience, and one (1) year of experience in general infrastructure configuration, and support. Supported infrastructure software platforms and related hardware experience should include but is not limited to, Microsoft Server, Microsoft Windows, Microsoft 365, Cisco IOS, Cisco VOIP, VMware ESXi, and VMware Horizon.

  • Equivalent to an associate degree in computer science, information systems, or a related field or one (1) year of specialized or technical training beyond high school, A+ or Network+ certification from the Computer Technology Industry Association (CompTIA.org), MINIMUM. Preference given to candidates who have achieved multiple certifications including Relevant Microsoft Certifications, or degree program.

Network Administrator II

  • Meeting all experience and training requirements of Network Administrator I.

  • Must have five (5) or more years of experience in a directly related role.

  • Must have at least 20 hours of recent, and annual recurring applicable IT training directly related to this role.

Network Administrator III

  • Meeting all experience and training requirements of Network Administrator II.

  • Must have seven (7) or more years of experience in a directly related role.

  • Must have at least 40 hours of recent, and annual recurring applicable IT training directly related to this role.

Network Administrator IV

  • Meeting all experience and training requirements of Network Administrator III.

  • Must possess one or more certification on the following platforms:

  • Cisco or Avaya

  • Bachelor's degree from an accredited college or university with major course work in computer science, information technology or a related field, or Equivalent to an associate degree in computer science, information systems, or a related field.

  • Must have ten (10) or more years of experience in a directly related role.

  • installation, configuration, and support of network and security systems, including firewalls, routers, switches, and other complex network devices.

  • Five (5) years' experience in designing, developing, configuring, and implementing enterprise networks, using diverse solution from multiple vendors. Focus on network design and technical project management.

Note: Successful completion of software industry authorized training courses and other software application training courses considered a plus in all categories.
