The employee functions as Manager of the Neighborhood & Housing Division in all aspects of supervision and administration of the neighborhood services provided to the City. Under administrative direction, employees in this classification perform at professional management level, and are responsible for neighborhood programs, affordable housing initiatives and grants, such as Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Neighborhood Stabilization Program (NSP), State Housing Initiative Program (SHIP), and Residential Construction Mitigation Program (RCMP). Prepares reports and acts as representative to regional agencies, and to various City boards and committees, such as Affordable Housing Advisory Committee, Neighborhoods with Integrity, and Slice of Springs.

  •  Supervises, trains and evaluates Division technical and administrative personnel.

  •  Oversees all facets of neighborhood programs, including but limited to neighborhood requests and meetings, Neighborhood Partnership Program, Neighborhoods with Integrity, Slice of Springs, Block Parties.

  • Develops divisional work program for each fiscal year, setting divisional goals and objectives, prioritizing activities and making estimates for projected level of activities. Manages the funding for such programs and coordinates with other departments to ensure projects are completed according to funding requirements.

  • Oversees CDBG, HOME, NSP3, SHIP, RCMP, and other funding programs which includes preparing reports, and implementing programs.  Oversees the funding and accounting of the community development programs.

  • Prepare and present staff reports and public presentations to the Affordable Housing Advisory Committee, Planning and Zoning Board, City Commission and other local government agencies.

  • Complete and review contracts, RFPs and other legal and administrative documents to implement projects.

  • Oversees and manages demographic, housing, foreclosure and community data.

Bachelor's Degree in Business Administration, Public Administration, Planning, or related filed; supplemented five years of progressively responsible experience in economic and community development to include neighborhood programs, federal and state grant programs; or an equivalent combination of education, training, and experience. Master's degree, preferred. Certifications provided by state agencies and US Department of Housing and Community Development, preferred.

Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving.
