CLASS DESCRIPTION

The Baltimore City Department of Housing and Community Development is seeking an Operations Officer III/ Neighborhood Development Officer Supervisor for the Neighborhood Development Team in the Development Division - Land Management Section.

The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), HOME funds, City bond funds, and other creative financing mechanisms, DHCD finances and guides strategic development projects to meet housing and neighborhood needs. To hold property owners and keep neighborhoods safe, DHCD monitors construction and building activity and enforces the City's building, fire, zoning, and related codes, as well as provides energy conservation services.

The Land Management section of DHCD's Development Division is responsible for the strategic acquisition and disposition of land for future redevelopment. The Neighborhood Development team works closely with other City Agencies and community stakeholders to development neighborhood strategies and markets the sale of City owned properties. The Neighborhood Development Team is comprised of both a strategy planning team and a marketing/outreach team.

The Neighborhood Development Officer Supervisor would manage the Community Marketing & Outreach Officers, who are more commonly known as Neighborhood Development Officers.

ESSENTIAL FUNCTIONS

  • Manages a team of Community Marketing & Outreach Officers (geography-based staff) tasked with managing daily Impact Investment Area work, coordinating and ensuring compliance with adopted community development and revitalization activities and community goals.

  • Develops, recommends and implements marketing strategies to promote the sale of Baltimore City-owned property.

  • Creates and organizes community outreach and marketing tools such as creating community surveys and resource materials.

  • Organize and present at both large and small educational and outreach events which are hosted by DHCD, other City Agencies and community partners.

  • Coordinates Impact Investment Area duties, such as drafting Impact Investment Area strategies, workgroup activities and working with the team to prepare for the Mayor's Neighborhood Subcabinet.

  • Maintains a close liaison with community associations, developers, and officials to ensure community input, participation in and agreement with City community development and revitalization plans.

  • Advises the Neighborhood Development strategy team on a neighborhood's community development and revitalization plans, goals and strategies.

  • Coordinates the review and evaluation of applications to purchase City owned properties in DHCD's inventory.

  • Works with other Agencies to implement community marketing strategies and Impact Investment Area strategies and projects to reduce property blight in Baltimore City.

  • Supervise and manages the review panels for Request for Proposals/Qualifications and other competitive offerings.

  • Team administration and other duties as assigned.

  • Ability to work some evenings and weekends.

EDUCATION AND EXPERIENCE REQUIREMENTS

A bachelor's degree in real estate development, Urban & Regional Planning, or related field from an accredited college or university and 6 years of experience in real estate development, marketing, community development, project management and team management. Previous work lead experience may be required. An equivalent combination of education, work experience and team management may be accepted.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to work in close collaboration within the Agency and Inter-Agency and external partners to ensure that neighborhood plans and projects complement DHCD's goals and strategies.

  • Ability to understand housing markets and the impact on property acquisition and disposition.

  • Ability to organize, track and process many projects and varying timelines.

  • Ability to interpret and apply a variety of laws, rules, regulations, standards, and procedures.

  • Ability to plan, organize and direct the work of others.

  • Ability to research and analyze complex challenges and offer solutions.

  • Ability to work with small, medium and large developers.

  • Ability to speak and present effectively before governmental entities, the media, as well as community and business groups.

  • Ability to establish and maintain effective working relationships with city officials, developers, community, and business groups.

  • Knowledge of the principles and practices of property marketing concepts, real estate development & transactions and land planning.

  • Knowledge of methods and procedures for the collection or organization, interpretation, and presentation of information.

  • Knowledge of the various social, civic, and other community organizations.

  • Knowledge of modern office equipment including copiers, computers, calculators, scanners, etc. Proficient with Microsoft Office programs.
