Operational Intelligence, LLC is searching for NC3 Intelligence Analysts for positions supporting United States Strategic Command (USSTRATCOM) Nuclear Command, Control, and Communication (NC3) Enterprise Center (NC3 EC) at Offutt AFB, NE. Analysts must be experienced in producing finished NC3 related intelligence from multiple intelligence disciplines (e.g. HUMINT, SIGINT, OSINT) AND experienced in intelligence "analysis and production" AND incorporating all sources of information and intelligence in the production of intelligence and all government-directed deliverables, including finished intelligence, AND demonstrated analytical experience authoring products according to current DIA tradecraft and formats, AND knowledge of IC/DIA product tradecraft. Positions will require travel to CONUS and non-hostile locations throughout the year. Positions are contingent upon contract award.


  • Current DoD TS/SCI Clearance

  • More than five (5) years of relevant experience authoring or contributing to published intelligence products related to adversary NC3 threats, doctrine, capability, intent, tactics, techniques, procedures (TTP), and requirements.

  • More than five (5) years of demonstrated analytical experience authoring products according to current DNI, and DIA tradecraft and formats.

  • More than five (5) years relevant experience authoring complex search queries in IC databases, i.e., message traffic search engines.

  • More than three (3) years relevant experience in assigned area as an "All Source" intelligence analyst, specializing and focusing on NC3 actions of adversaries. This work must have produced "strategic" All Source intelligence, which is defined as adversary strategy, doctrine, capability and/intent that is appropriate for a non-specialist audience GOFO and above.

More than three (3) years as an all source analyst with relevant NC3 experience analyzing and evaluating changes in adversary capability and intent, tactics, techniques, procedures (TTP), and threats U.S. NC3 missions and capabilities.

Clearance: * TS/SCI Job Duties: * Assist the government in identification, prioritization, and advocacy of CCMD, White House Military Office (WHMO), and other stakeholders' Global and Regional NC3 requirements for submission into the DoD requirements process * Assist the government in developing, defining, and maintaining a flexible, rapid, iterative requirements process * Assist the government in identifying ownership for development of requirements documents * Assist the government in supporting others (Services, WHMO, system owner, etc.) in drafting and writing capability documents in support of new requirements process * Assist the government in identifying risk issues for resolution based upon operational risk * Assist the government in providing prioritization guidance to Office of the Under Secretary of Defense, Research & Engineering ((OUSD) (R&E)) in their efforts to align research and development, prototyping and innovation activities that will help shape the next generation of the NC3 enterprise architecture * Assist the government in issuing guidance for development of C2 and Concept of Operations (CONOPS) that define NC3 Enterprise Operational Architecture * Assist the government in representing NC3 equities at all Functional Capability Boards (FCBs) (and Joint Capability Board (JCBs)/ Joint Requirements Oversight Council (JROCs) as required) * Assists the government in representing NC3 Enterprise issues at working groups, Councils, boards and other forums * Assist the government in developing and maintaining NC3 Enterprise Capability Roadmap * Assist the government in developing and maintaining the authoritative NC3 Systems List * Assist the government with developing and issuing the NC3 Enterprise Capability Planning Guidance * Assist the government with developing NC3 Enterprise Integrated Priority list Qualifications Experience Requirements: * 8+ years' experience in the following: Translating NC3 guidance and highly competent at articulating interoperable capabilities that underpin the NLCC into requirements utilizing national, DoD, and CJCS guidance with specific knowledge of: CJCS Emergency Action Procedures, USSTRATCOM Emergency Action Procedures; CJCS Instructions – 6810.01, 6811.01, 3280.1, 3265.01, 5119.1; CJCS OPORD 2CY; PPD-35; PPD-24; PPD-40; and DoDI 5100.44 * 5+ years' experience in the following: Working with key stakeholders (requirements, financial, test and evaluation, and operations) utilizing rapid, iterative processes.
