Position Description

Professional training analyst on a project or program that is complex in concept and development related to Navy Training Systems acquisition and execution. Anticipates future requirements. Develops and evaluates training plans for various projects or program activities to meet requirements. Assesses and recommends the feasibility of proposed approaches to solve problems.

Duties and Responsibilities

  • Provide NETC/NAVSEA-focused training guidance to support PMS 339 course development requirements prior to going to contract

  • Develop terminal and enabling objectives concerning a particular equipment or ship environment to Navy standards

  • Offer guidance to Subject Matter Experts (SMEs) concerning training issues or in the development of training guidance

  • Be conversant in the provisions of the Navy's Content Planning Module/Learning Objective Module (CPM-LOM)

  • Understand the training needs of the Navy's Learning Centers to the point of being able to offer guidance to training development efforts of PMS 339 relevant to the affected Learning Center

  • Be familiar with NAVEDTRA documents (NAVEDTRA 130 series, MIL-HDBK 29612, etc) defining Navy Training documentation and processes

  • Know and be able to explain or apply NETC's End-to-End process for training development

  • Measure upcoming events in PMS 339 training efforts against the requirements of Navy Learning Centers or Navy training documents and provide evaluations with Course of Action (COAs) recommendations

  • Demonstrate familiarity with training development contract language (ROMs, SOWs, etc.)


Bachelor's degree in plus 5-7 years directly relevant work experience. In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience.

  • NAVEDTRA 130 Series

  • Experience in project management.

  • Excellent communication, interpersonal and presentation skills.

Software Experience:

  • Expertise in Microsoft Project, PowerPoint, Word, and Excel.

  • Content Planning Module (CPM)- Learning Object Module.

  • Authoring Instruction Materials (AIM).
