Senior Navy Cyber Security Liaison
Alion is seeking a cyber security professional in both DoD Information Assurance Certification and Accreditation Process (DIACAP) as well as Risk Management Framework (RMF) experience to serve as a liaison to the Security Control Assessor (SCA) in support of the Navy Continuous Training Environment (NCTE). The Navy Cyber Security Liaison is a Navy Cyber, DIACAP, RMF and Information Assurance (IA) policy/ documentation subject matter expert. This position is for a Senior Navy Cyber Security Liaison experienced in developing Authorization and Assessment (A&A) packages; providing quality Assurance; developing and reviewing RMF/DIACAP/NIST accreditation documents; and/or perform cybersecurity policy/documentation support. Provide consultation to the programs engineering departments on all matters related to A&A product development efforts to include interim authority to test (IATT). Pre-validation quality assurance checks prior to checkpoint 2/5 collaborations, compliance with RMF, DIACAP and Defense Information Systems Agency (DISA), Ports and Protocols Management Office (PPSM).
Bachelor's degree and 5+ years or 10 years demonstrated experience in IT Security Engineering or A&A/C&A. In some cases, educational requirements may be adjusted for comparable work experience. Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
Knowledge of CMMI or other project/services methodologies for process development, improvement, and documentation.
Experience maintaining schedules, resource allocation, and task prioritization of A&A/information technology engineering projects and operations.
Experience interfacing and presenting briefs to senior management, government, and military leadership.
Experience writing technology briefs, processes, white papers, test plans, and presentations.
Must possess excellent oral and written communication skills.
Demonstrated knowledge of eMASS, NIST SP 800 series special publications, DIACAP, DISA STIG's, Categorization, Control implementation and testing, ACAS, Assessment Procedures, writing POA&Ms and ATO letters and DoD instructions related to A&A/C&A.
Knowledge of IP networking fundamentals including OSI model, frame and packet structure.
Knowledge of enterprise IT Services equipment (Clients/Servers), Virtual technologies, and C4I.
Ability to visualize overall view of systems and conceptualize and document technical solutions.
Ability to apply security inputs to the design, development, documenting, testing, and fielding of
Networking capabilities, high availability, flexibility, and remote administration.
Professional knowledge of Microsoft Office products is highly desirable.
Serve as primary NCTE Program Liaison at SCA office that primarily reports to the NCTE Program via the NETTN Accreditation Manager/NETTN Deputy ISSM and the NETTN ISSM.
Maintain detailed knowledge of all SCA processes and procedures and provide NCTE Program subject matter expert (SME) awareness, insight, understanding, recommendations, facts, and other inputs to help the NCTE Program manage its accreditation and cybersecurity functions.
Maintain detailed knowledge/understanding and tracking of all NCTE Program accreditation initiatives and their exact status.
Develop strong relationships with SCA staff and SCA Representative(s) to facilitate clear communications, to be able to provide insight, answer questions, clear-up matters, and build a cohesive bond between the SCA office, SCA staff, SCA Representative(s) and the NCTE Program accreditation staff members.
Be responsive to all NCTE Program inquires for information and provide detailed responses based on concrete facts and opinions based upon insight and awareness into the SCA functions, organization, and personnel.
Provide weekly status reports of all NCTE Program accreditation efforts to the NETTN Accreditation Manager/NETTN Deputy ISSM, NETTN ISSM, and NCTE A&A team.
Assist NCTE Program in escalating accreditation efforts if associated with upcoming impact dates and as needed (ad hoc).
Prepare, maintain, and disseminate detailed collaboration meeting minutes from all collaboration meetings to the NETTN Accreditation Manager/NETTN Deputy ISSM, NETTN ISSM, and the NCTE A&A team.
Supports the Alion cybersecurity team per direction from senior manager.
Must be a US citizen, currently hold and able to maintain a US Secret Clearance
Security+ Certification required.
CISSP, CCNP and MSCE Certification
