About the Position: This position serves as a natural resources management staff specialist for a major water resource project and will perform a variety of assignments involving all aspects of project operations including natural resources management and recreation.
?Responsibilities include long and short range planning, administration, coordination, and management of various project activities.
?Serves as a uniformed ranger with designation as an Office of the United States for the purpose of enforcing pertinent regulations and laws.
?Plans and executes natural resources analyses pertaining to forest management (including disease and insect control), wildlife management, natural, cultural, and historical resource interpretation, and public safety hazards.
?Develops approaches to problems, personally collects or supervises collection of data, analyses results, and makes recommendations for actions.
?Participates in the development of various planning documents, including Master Plans and Operational Management Plans (OMP), for management of natural resources.
?Participates in conservation, preservation, restoration and use of project natural and cultural resources.
?Prescribes and implements resource management actions that promote biodiversity and native species re-establishment.
?Develops and administers the agricultural outgrant program designed to protect and further enhance fish, wildlife, vegetative, and water resources.
?Prepares documents pertaining to leasing and managing project lands.
?Evaluates proposed real estate actions and Shoreline Use Permit applications for environmental, cultural, and public use impacts and performs outgrand and shoreline use inspections.
?Performs surveillance of lake and watershed environments to monitor water quality and investigate sources of degradation.
?Plans, conducts, and evaluates visitation surveys to determine such factors as use patterns, frequency of visits, demand for facilities, etc.
?Makes various personal contacts to explain policies and regulations to project visitors and to guide public recreation users on natural resources values and responsibility for land stewardship.
?Plans, promotes, and presents visitor information programs, such as environmental awareness programs, water safety programs, wildlife observation, and volunteer opportunities.
?Patrols the project ares, operating a boat or motor vehicle, to observe and check compliance with regulator and administrative requirements.
?Collects and records weir and piezometer information and reports to District Office.
?Inspects dam and appurtenant structures and equipment using standard inspection checklists.
?Maintains daily log on operating data such as water inflow and outflow, gate settings, changes in water storage, and any unusal occurences in daily operation.

Basic Requirement for Natural Resources Specialist (Ranger)
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience using biological practices, principles and techniques sufficient to assist in the recommendations of planning and implementing environmental, recreational and natural resource management activities at a water resources project.
Experience in natural resource management and related laws, policies and regulations as it pertains to biodiversity, threatened and endangered species, wetland protection, cultural resources and agricultural lease program. Experience issuing shoreline management permits for real estate instruments and performing inspections and having discussions with permit applicants regarding applicable policies and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
