GENERAL DESCRIPTION:

This is a senior-level position subordinate to the Water Quality Division Administrator responsible for developing and implementing the division's Emerging Contaminants Program to ensure the division is protecting public health and the environment through monitoring, permitting, remediation, technical and financial assistance, and other activities in accordance with state and federal regulations, policy, and guidance.

The successful candidate may reside or relocate to Cheyenne, Lander, Sheridan, or Casper, with the condition that office space exists in that location.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.

  • Acts as the Water Quality Division's subject matter expert on emerging contaminants, primarilyper- and polyfluoroalkyl substances (PFAS).

  • Develops and implements an Emerging Contaminants Program for the Water Quality Division.

  • Provides technical assistance regarding emerging contaminants to other agency divisions and the Director as needed.

  • Develops strategic planning for implementation of emerging contaminants activities in coordination with agency personnel and partner state, local, and federal agencies and organizations. Manages interagency workgroups.

  • Works independently to complete technical analysis of scientific information and analyzes complex datasets and models to draw conclusions.

  • Directs the work of staff in all Water Quality Division sections and directs and oversees the work of external contractors.

  • Manages budget and records for the Emerging Contaminants Program.

  • Researches and develops comments on federal regulations, guidance, and policy related to emerging contaminants and provides summaries and recommendations to agency senior management.

  • Assists with drafting and promulgating rules related to emerging contaminants.

  • As needed, may assist the Water Quality Division Administrator and Director with presenting information about emerging contaminants to the Governor's Office and the Wyoming Legislature.

  • Ensures accurate, timely, and effective communication and outreach with the public, the regulated community, and other interested parties on emerging contaminants. Provides outreach and education to both non-technical and technical audiences. Develops communication material to ensure that consistent and accurate messages are provided to the target audiences.

  • Applies for and manages grants associated with emerging contaminants to support agency activities and coordinate the delivery of available financial assistance programs to communities and facilities in need of emerging contaminant remediation.

Qualifications

KNOWLEDGE:

  • Knowledge of multiple scientific disciplines, including chemistry, biology, and toxicology.

  • Knowledge of emerging contaminants, primarily PFAS.

  • Experience with water quality monitoring, lab analysis, and quality assurance/quality control procedures.

  • Experience in scientific investigations as applied to contaminant fate and transport, design and construction of remediation systems, evaluation of groundwater and surface water quality, and source assessment and characterization.

  • Knowledge of state statutes, rules, regulations, guidelines and policies that pertain to environmental protection.

  • Knowledge of and ability to read, research, interpret and apply federal, state, and local environmental lawsand regulations.

  • Familiarity with Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Resource Conservation and Recovery Act (RCRA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

  • Ability to work independently with minimal supervision.

  • Ability to develop and lead a team, including directing the work of others and mentoring other staff.

  • Experience applying for and managing state and federal grants, including developing work plans and submitting reports.

  • Ability to analyze complex data sets and modeling results to draw conclusions.

  • Ability to communicate complex issues in a clear, understandable, and non-confrontational manner.

  • Must have strong technical writing skills and experience with public speaking.

  • Ability to present technical information clearly to a wide variety of audiences.

  • Ability to develop partnerships with diverse stakeholders and state, local, and federal agencies.

  • Ability to manage time effectively and prioritize work tasks.

  • Experience with using personal computers for word processing, database, and spreadsheet applications.

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in The Sciences)

Experience:

1-3 years of progressive work (typically in The Science) with acquired knowledge at the level of a Natural Resources Principal

OR

Education & ExperienceSubstitution:

4-7 years of progressive work experience (typically in The Sciences) with acquired knowledge at the levelof aNatural Resources Principal

PHYSICAL WORKING CONDITIONS:

  • Participation in the various groups as Wyoming's representative may require extensive travel at times.

  • Fieldwork in remote areas in inclement weather may be required at times.
