Summary

Under limited supervision, the Natural Resources Coordinator performs a wide variety of environmental functions protecting the natural resources and public safety in Hays County, including but not limited to, environmental conservation and water quality. The work involves treating a variety of problems, questions, or situations in conformance with established criteria. This position affects the operations of the Parks Department and the wellbeing of the general public.

Responsibilities

  • Assists the Parks Manager in developing procedures that result in effective operations as it relates to natural resource conservation and protection.

  • Coordinates field inspections and interacts with citizens, property and business owners, and contractors to resolve questions and/or problems.

  • Develops, coordinates, and implements countywide environmental policies, procedures, and programs; monitors existing County programs to ensure compliance with federal, state, and local regulations.

  • Coordinates environmental programs and policies with Commissioners Court, Countywide Operations Director, Parks Manager, and legal staff to develop and implement strategies to obtain County objectives.

  • Coordinates with contractors, engineers, property owners, and other stakeholders to resolve issues and assist in ensuring compliance of development projects with environmental regulations; coordinates County activities and projects with local and regional watershed and environmental groups.

  • Coordinates and communicates with landowners, business owners, and neighboring jurisdiction.

  • Performs site investigations and evaluates best management practices for erosion and sedimentation control and tree preservation and for compliance with landscape and tree ordinances.

  • Identifies locations of environmentally sensitive resources.

  • Provides technical assistance and education to citizens, community and special interest groups, and developers on environmental requirements and regulations.

  • Issues directives for non-compliance with environmental, trespassing, encroachment and drainage regulations.

  • Communicates with state and county agencies in reference to regulatory matters.

  • Assists in the coordination with the Hays County Fire Marshal and Emergency Services Division for the disposal of materials due to natural disasters.

  • Confers with the Emergency Services Division in relation to flooding along the Blanco River.

  • Sets priorities and deadlines according to administrative regulatory guidelines established by the governing agencies in relation to safety and health.

  • Establishes and maintains a positive working relationship with landowners and surrounding communities.

  • Ensures the enforcement of environmental standards; develops and implements policies, procedures, and forms to facilitate the implementation of those standards.

  • Ensures compliance with the Hays County Regional Habitat Conservation Plan, to include, but not limited to annual reporting, site inspections, citizen communication, permitting, mitigation, and property acquisition.

  • Works directly with the Countywide Operations Budget and Operations Manager in the preparation of the annual budget as it relates to natural resource projects.

  • Researches and works directly with County Grant Coordinators to secure grant funding for Natural Resource related projects.

  • Attends and/or conducts public meeting or hearings that require a high level of representation to address issues or to present sensitive material.

  • Represents Hays County and the Commissioners Court when interacting with Federal, State, and Municipal officials.

  • Performs all other duties as assigned.

Education and/or Experience

Any combination of experience or training may be substituted on a year for year basis.

  • Bachelor's Degree in Environmental, Life, or Natural Science or Parks Administration or related degree.

  • Two years conducting environmental inspections and/or studies preferred.

  • Any combination of education and/or experience deemed acceptable by the Director of Countywide Operations may be substituted for and satisfy the requirements above.

Other Qualifications, Certificates, Licenses, Registrations

  • Valid Class C Texas Driver's License.
