This position serves on the Mission Delivery Optimization (MDO) Team. The MDO Team is responsible for the NRCS future-state business architecture and related business analysis activities in support of conservation mission delivery activities. The incumbent provides business analyst support for information technology projects to streamline the delivery of natural resources and conservation assistance.

Provides support for the development of the NRCS conservation delivery streamlining action plans pertaining to natural resource conservation planning and financial assistance.
Provides leadership and/or coordination to assigned NRCS Area streamlining projects included in the action plans pertaining to natural resource conservation planning and financial assistance.
Works with natural resources or financial assistance business process to identify and describe problems and inefficiencies for assigned natural resources or financial assistance streamlining projects and develops individual project action plans.
Assembles natural resources or financial assistance national ad-hoc project teams with members from the national, regional, state, and field level to provide business process knowledge and expertise.
Elicits, analyzes, compiles and maintains natural resources or financial assistance business requirements from natural resource specialists.

BASIC QUALIFICATIONS: Must possess a Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (Must submit transcripts.)
Must possess a combination of education and experience. This includes courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation. (Must submit transcripts.)
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-12: Must have successfully completed at least one year of specialized experience equivalent to at least the GS-11 grade level of the Federal Service performing duties such as: providing support for the development of a conservation action plan pertaining to natural resource conservation planning and financial assistance; providing coordination of streamlining projects included in the action plans pertaining to natural resource conservation planning and financial assistance; and identifying and describing problems and inefficiencies in natural resources or financial assistance streamlining projects.
GS-13: Must have successfully completed at least one year of specialized experience equivalent to at least the GS-12 grade level of the Federal Service performing duties such as: providing support for the development of a conservation action plan pertaining to natural resource conservation planning and financial assistance; providing leadership and/or coordination of streamlining projects included in the action plans pertaining to natural resource conservation planning and financial assistance; and identifying and describing problems and inefficiencies in natural resources or financial assistance streamlining projects and developing individual project action plans..
