What You Will Be Doing

Have you ever considered working for the Department of Natural Resources (DNR) to become more involved in managing state-owned public lands? If so, please consider this opportunity to join our team as a Natural Resource Specialist 1/2 flex within the Division of Mining, Land, and Water (DMLW), Southcentral Regional Land Office (SCRO), Leasing Unit, Shore Fishery Leasing Program. We are looking for a collaborative and positive team member with an interest in the management of public lands with a focus on state-owned tidelands used for commercial set net fishing.

Mission and Culture

DNR's mission is to develop, conserve and maximize the use of Alaska's natural resources consistent with the public interest. DMLW's mission is "to provide for the appropriate use and management of Alaska's state-owned land and water, aiming toward maximum use consistent with the public interest." SCRO contributes to these missions by issuing land use authorizations that allow for responsible development and use of state land while facilitating economic growth consistent with the public interest.

 This position will support the SCRO Leasing Unit, Shore Fishery Leasing Program by processing land use authorizations for commercial set net fishing activities but may also have the opportunity to work with other authorization types. Overall, SCRO strives to manage and balance the appropriate use of public lands held in trust on behalf of the public.

Core Responsibilities

The primary duties of this position will include adjudicating shore fishery lease applications, lease extensions, lease amendments, lease assignments, casefile upkeep, and a high level of communication (walk-ins, email, phone) with customers and other agencies. Other tasks associated include conducting field inspections, providing program administrative assistance, and writing competing application and protest decisions.

The Working Environment You Can Expect

Located on the 9th floor of the Robert B. Atwood building in downtown Anchorage, our office has a positive atmosphere geared towards collaboration and teamwork.

It offers a beautiful view of the Chugach Mountain Range and free parking. The Atwood building is near coffee shops, restaurants, shopping, the park strip, and the Coastal Trail system.

Core office hours are 8:00 am-5:00 pm, Monday through Friday, with a 7.5-hour daily work schedule. The Lands Section staff are located together in an office setting; each staff member has their own cubicle.  The daily routine for this position includes collaborating with team members on projects in all forms, decision-making, mentoring, and policy discussions.

This position's work environment will be primarily in an office setting. However, we offer hybrid teleworking opportunities and a flex schedule for all our staff. Though the primary duties of this position are largely office-based, there may be the opportunity to travel to provide community outreach and conduct field inspections.

Natural Resource Specialist 1 - Starting Salary $24.65

  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Education from an accredited college and/or experience in natural resource management.

Natural Resource Specialist 2 - Starting Salary $28.31

Any combination of education and/or experience that provides the applicant with competencies in:

  • Analytical Thinking/Problem-Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one's knowledge and experience base and calling on other references and resources as necessary.

  • Decision-Making: Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.

  • Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.

  • Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Definitions:

"Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

"Qualified" means is assessed to credibly possess the competencies needed to learn the job in a reasonable period.
