The Department of Natural Resources (DNR) Public Information Center (PIC), located in Anchorage, Alaska, is seeking a highly motivated individual to fill our Natural Resource Specialist I (NRS I) vacancy. This is a great opportunity to start your career at DNR or simply a way to bring your people skills and attention to detail to positively influence the effectiveness of the Anchorage PIC.

The incumbent will need to be an energetic individual who loves working with the public, as this position is one of the front-line ambassadors and the main public contact point for the DNR in Anchorage. The PIC is looking for an organized person who communicates effectively and likes to work with a diverse clientele and colleagues on a variety of topics. The PIC is often a great entry point for careers at the DNR, and as a result, training new colleagues is a component of this position.

Mission and Culture

DNR's mission is to develop, conserve, and maximize the use of Alaska's natural resources in a way that is consistent with the public interest. DNR manages all state-owned land, water, and natural resources (other than fish and game) on behalf of the people of Alaska.

The PIC acts as the "front door" to DNR, providing customer service and assisting the public with applications, making payments, processing fees, and getting information on DNR programs concerning mining, land, water, parks, geology, forestry, and oil and gas. This position ensures all operational and customer service tasks are done with excellence.

Customer service excellence is defined as prompt, professional, accurate, friendly, and

respectful.

Core Responsibilities

  • Responding to public inquiries and providing general information about DNR's divisions, offices, programs, and policies.

  • Taking and receipting cash, checks, and credit card payments, processing fees, and balancing cash drawers.

  • Providing technical land research assistance and reading and interpreting maps and plats.

  • Assisting the public in using DNR's online research tools and services.

  • Providing administrative support to the divisions within the department.

The Working Environment You Can Expect

The Anchorage PIC is located in downtown Anchorage on the 13th floor of the Atwood building at 550 West 7th Ave. A typical day includes heavy use of phones and computer workstations to provide customer service.

Duties vary daily and seasonally, depending on the department's programs. The Anchorage PIC is composed of a small team, including this position as the lead, with two full-time technicians and one seasonal technician. This position is supervised by the PIC Manager from the Fairbanks PIC.

The Anchorage PIC works closely and has daily contact with the Fairbanks PIC, DNR staff from all the department's divisions and offices, as well as other agencies and organizations.

The knowledge, skills, abilities, and competencies needed to be successful in this position include:

  • Has at least two (2) years of experience, enjoys working with the public, has a positive, open personality, and can demonstrate skills to provide excellent customer service.

  • Highly proficient in desktop computers, including the use of MS Outlook, Teams, Edge, and the subtleties and nuances of desktop computer operation.

  • Has experience demonstrating an understanding of the different purposes, functions, and activities of the divisions within DNR.

  • Has the proven ability to learn new and complex information quickly.

  • Can demonstrate verbal and written communication skills effectively.

  • Can apply organizational skills and manage multiple and changing priorities with frequent interruptions.

Any combination of education and/or experience that provides the applicant with competencies in:

  • Analytical Thinking/Problem Solving: uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one's knowledge and experience base and calling on other references and resources as necessary.

  • Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Definitions:

"Competencies" means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.



"Qualified" means is assessed to credibly possess the competencies needed to learn the job in a reasonable period.



"Training" and "education" in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.



"Typically gained by" means the prevalent, usual method of gaining the competencies expected for entry into the job.

Special Note:

For purposes of the minimum qualifications, natural resource management is defined as the management of the land, water, mineral, forest, oil, gas, agricultural, archaeological, natural and cultural history, park, and related surface and subsurface resources. Experience or education in natural resource management means involvement in the above resources exclusively.

Those with experience or education in managing these resources may specialize in different management functions (for example, planning, regulation, research or title). All of this experience is applicable to the natural resource management definition. Some positions may require education in a particular area of natural resource management or specific technical knowledge and training gained through specialized education or progressively greater responsibilities at the lower levels of the series.
