Duties

As a National Bank Examiner/Bank Examiner (Retail Credit), you will:

  • Serve as Functional Examiner-in-Charge (FEIC) of retail credit examinations of complex community, midsize, and large banks and lead ongoing supervision of retail credit activities.

  • Investigate retail instalment lending, retail mortgage lending, credit card lending, merchant processing, overdraft lending, small dollar lending, mortgage banking, appraisal review, credit scoring, collections and debt cancellation.

  • Plan, organize, and conduct meetings with bank executives, regulatory agencies, and public interest groups to discuss banking legislation, community development, and other areas of mutual interest. Be relied upon by other examiners for advice on complex retail credit related matters and provides subject matter expertise for specialized retail credit areas.

  • Plan, organize, and control retail credit supervisory activities in complex community, midsize, and large banks. Review and discusses findings, conclusions, and areas of concern with Board of Directors, committees of the board, or senior bank management in coordination with EIC.

  • Demonstrate a strong commitment to developing others through mentoring or instructor assignments by taking the initiative in developing other examiners as well as participating in outreach to trade and banking groups. Communicate supervisory activity findings, and existing and emerging retail credit risks orally and in writing to internal and external parties

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

  • Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.

  • Travel overnight or locally on a frequent basis.

  • Obtain and use a Government-issued charge card for business-related travel.

  • File an OCC Financial Disclosure Form.

  • Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level. Examples of specialized experience for this position include:

  • Leading exams or audits of a financial institution's retail credit risk management process (e.g., credit underwriting practices, credit analysis, account management, risk rating accuracy, collections, or audit and loan review); OR
  • Leading exams or audits of a financial institution with retail credit related laws, regulations, and guidance.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Education cannot be used to qualify for this position.

Additional information

  • This position is included in the bargaining unit.

  • Applicants may apply under OCC's Alternative Location Arrangement for long term travel and will be subject to the provisions of the Alternative Location Arrangements PPM 3110-53. The applicant is expected to be onsite at the bank headquarters in a significant amount of work time (up to 50% of the time if the selectee is in an alternative location arrangement). If in an alternative location, the applicant is expected to be at the bank headquarters no later than noon on the first workday, departing no earlier than noon on the last workday and under normal circumstances there should be no travel on Sunday.

  • If you are a current OCC employee who previously received a waiver determination permitting you to retain bank securities due to extenuating circumstances, please note that this determination may be rescinded if the nature of your duties changes. We strongly suggest that you discuss the potential implications of any change in duties on a prior securities determination with your ethics official.
