The Program Manager is responsible for the overall supervision, management and evaluation of all Protective Services contract personnel assigned to AFRC main campus, including B703 located in Palmdale, CA., and the NASA Management Office (NMO) located at the Jet Propulsion Laboratory (JPL). The PM will have authority to act on behalf of his/her company to execute the terms of the contract in a satisfactory manner.



  • Candidate must be a U.S. citizen and possess a valid drivers license.
  • Must be able to obtain and maintain a Top Secret security clearance.
  • Ability to pass a comprehensive medical examination, psychological and drug screening.
  • Ability to read and write English.
  • Capable of strategic planning and promoting process improvement.
  • Able to interpret complex statistics and information; implementing production, productivity, quality, and customer-service standards.
  • Must be able to resolve problems; complete audits; identify trends; determine system improvements and implement change.
  • Possess sufficient subject matter expertise to deliver services with minimal Government assistance and oversight.
  • Good communication skills with ability to clearly articulate complex concepts.
  • Knowledgeable in the following disciplines:
    • Information/Industrial, Personnel, Communications, Physical Security; Identity, Credentialing and Access Management; basic law enforcement/security operations, and the National Industrial Security Program Operating Manual (NISPOM).


  • Bachelors degree or higher from an accredited university or college in Criminal Justice, Business Management/Administration, Industrial Security or related field or five years work experience.
  • Trained on small caliber firearms and firing range procedures.
  • Must hold or able to obtain Federal Arrest Authority (FAA) certification offered by an organization accredited by the Federal Law Enforcement Training Center (FLETC) within six months of hire.


Pay: $90,000 - $100,000 Total Compensation per year

Efforts under the program manager’s purview include: development, test, engineering, analysis, specification, design, development, installation, integration, operation, maintenance, documentation, training, customer outreach, change management, configuration control, troubleshooting and related functions. Work is dynamic in nature and candidates <strong>must have an Active DoD Secret security clearance </strong>and be a U.S. citizen.</p> <p> </p> <p><strong>Location:</strong> Edwards, CA</p> <p> </p> <p><strong>Job Duties:</strong></p> <ul> <li>Provide on-site management and establish a management plan delineates concept plans, practices, and approaches for accomplishing the requirements set forth in the contract, i.e., managing and controlling WBS and management interfaces.</li> <li>Manage workforce to ensure that quality products and safe operations are provided to NASA and NASA customers.</li> <li>Develop and execute plans to manage temporary staff to support peak workloads, short-term (surge) requirements, or temporary absence of permanent staff.</li> <li>Adhere to all Federal, Agency, and AFRC policies. Requirements include NASA Directives and NASA standards as well as the policies and procedures listed in the Armstrong Management System (AMS).</li> <li>Direct contract management functions include: program management, financial management, logistics, contract phase-in/transition management/phase-out, procurement services, security management, safety, health, and environmental management, facilities management, quality assurance and management, ‘enterprise’ program integration, stakeholder collaboration, and contract and subcontract administration.</li> <li>Ability to independently execute a study or system development, facility repair or minor construction, where it may be appropriate to outsource</li> <li>Develop and implement an effective management approach for monitoring and tracking Government Furnished Property (GFP).</li> <li>Establish and implement an industrial safety, occupational health, and environmental program that prevents employee fatalities, reduces the number of incidents, reduces the severity of employee injuries and illnesses, and protects the environment through the ongoing planning, implementation, integration and management control of these programs.</li> </ul> <p> </p> <p><strong>Required Qualifications:</strong></p> <ul> <li>Bachelor’s Degree</li> <li>Active SECRET clearance</li> <li>Minimum 10 years’ experience managing program or project execution</li> <li>Minimum 5 years’ experience NASA range operations</li> </ul> <p> </p> <p><strong>Desired Qualifications: </strong></p> <ul> <li>Experience using a comprehensive International Organization for Standardization (ISO) Quality Assurance Program (QAP) (i.e., AS9100 third party certified to the current American National Standards Institute (ANSI)/American Society for Quality (ASQ)/ISO Quality Management Systems Requirements.
