The Planning, Development and Research (PD&R) department is looking for a MTIP Program Coordinator to play a pivotal role in the implementation of the Metropolitan Transportation Improvement Program (MTIP). Beyond being a mere plan, the MTIP exemplifies how planned transportation endeavors can advance collective regional goals while adhering to federal regulations. Offering an implementation schedule for federally funded projects over the next four years, the MTIP ensures not only regulatory compliance but also efficient project delivery.

Acting as a crucial link between statewide project teams, transit agencies, and database vendors, the MTIP Program Coordinator's proficiency in system administration and adept coordination will facilitate seamless data management, ensuring fluid exchanges and continuous improvement strategies. As a Program Coordinator for the MTIP you will

  • Serve as transportation project database lead and system administrator.

  • Coordinate with the database vendor and act as liaison with regional and state partners, transit agencies, and project teams.

  • Document procedures and provide training and troubleshooting assistance.

  • Utilize Geographic Information Systems (GIS) to identify GIS-related data needs and support data sharing with partners.

  • Coordinate the migration of project data into the MTIP.

Develop, design, and distribute MTIP reports for project coordination and funding data exchanges with the Oregon Department of Transportation (ODOT) and local transit agencies. Provide comprehensive support to the lead Planner on MTIP revisions and project implementation tracking.

  • Perform administrative modifications and system and project analytics, and review MTIP revision data for accuracy.

  • Assist in establishing quality control procedures for MTIP data management and State Transportation Improvement Program (STIP) consistency, and conduct quality assurance reviews of legislative materials.

Review and reconcile transportation funding financial reports and assist with revenue tracking and forecasting. Assist with evaluating and reporting on transportation program performance. Attributes for success

Minimum qualifications

  • Bachelor's degree in the program area of specialty, AND
  • Three years of relevant experience, OR
  • Any combination of education, professional, volunteer and lived experience that provides the necessary knowledge, skills, and abilities to perform the classification duties and responsibilities.

Hybrid Telework

At this time, this position is designated as "hybrid telework." You will have the option to work away from the office, although there may be times that coming into the office will be required. The manager will work with you to identify a schedule that balances the operational needs of the department and your needs. Employees must reside in Oregon or Washington to work at Metro

Like to have qualifications

You do not need to have the following preferred qualifications/transferable skills to qualify. However, keep in mind we may consider them when identifying the most qualified candidates. Your transferable skills are any skills you have gained through education, work experience, including the military, or life experience that are relevant for this position.

  • Familiarity with GIS tools.

  • Experience or familiarity with public transportation project funding and project development.

  • Experience or familiarity with the role and function of Metropolitan Planning Organizations.

  • Experience or familiarity with government agency capital improvement programs.

COMPENSATION, BENEFITS AND REPRESENTATON

The full-salary range for this position is Step 1 $78,728.00 to Step 7 $105,580.80. However, unless a candidate's qualifications justify, based on the Oregon Pay Equity Act requirements and Metro's internal equity review process, the appointment will likely be made between Step 1 $78,728.00 to the equity range Step 4 $91,208.00.

This position not eligible for overtime and is represented by AFSCME Local 3580. It is classified as a Program Coordinator II.
