GENERAL STATEMENT OF DUTIES: Responsible for the development, implementation, and coordination of all aspects of the City of Flint's Municipal Storm Sewer System (MS4) Program.

SUPERVISION RECEIVED: Works under the direct supervision of the Sewer Systems Supervisor and the general supervision of the DPW Director and/or Deputy DPW Director who assigns and reviews work for efficiency and conformance to established policies and regulations.

SUPERVISION EXERCISED: Exercises full supervision over a number of employees engaged in the engineering, installation, maintenance and repair of the storm and sanitary sewer systems and related equipment.

  • Investigates all MS4 discharges and pollution incidences. Prepares all required reports for the Michigan Department of Environment, Great Lakes, and Energy. (EGLE).  Responds to HAZMAT incidences and remediates spills in accordance with established procedures and protocols.

  • Maintains activities relative to the City's National Pollutant Discharge Elimination Systems (MS4).

  • Directs and participates in the cleaning and inspection of all 40,000 storm catch basins and 7,250 storm manholes at least once every five (5) years.

  • Performs inspections for infiltration on all 349 storm water outfalls.

  • Conducts 1200 hours of community education on an annual basis.

  • Installs signs at all bridges that cross the Flint River watershed, distributes brochures at various locations throughout the city and responds to requests for information.

  • Ensures the public has access to the City's website for reports and updates.

  • Ensures contractors have their required permits, i.e., soil.

  • Performs inspections on all new construction to make sure no illegal discharges are occurring.

  • Prevents pollution runoff to the maximum extent possible, in accordance with pollution prevention and good housekeeping standards.  Exercises all necessary oversight. Provides oversight to the construction, operation and maintenance of city streets, roads, highways, parking lots and other large, paved surfaces as required.

  • Labels all outfalls with permanent identification indicating the City as the operator of the collection systems.

  • Responsible for and/or oversees employee training as required by the MS4 IDEP (Illicit Discharge Elimination Program).

  • Assists with performing site visits, water sampling, evaluation of pollutants and determining their source.  Conducts enforcement action for non-compliance officers.

  • Other related duties.

KNOWLEDGE, SKILLS & ABILITIES:  

  • Thorough knowledge of the methods, practices and equipment used in sewer collection systems including service connections, catch basins, inlets, siphons, pumping stations and sewer laterals and interceptors.

  • Knowledge of the principles and practices of civil engineering as applied to sewer collection systems.

  • Knowledge (or demonstrated ability to learn) applicable municipal ordinances and regulations.

  • Ability to plan, lay out and direct sewer service and maintenance activities.

  • Some ability to read and interpret drawings, blueprints and specifications as applied to pipeline construction and maintenance.

  • Working knowledge of and ability to operate a computer utilizing word processing and spreadsheet software. Ability to operate general office equipment.

  • Ability to coordinate inspections and reviews with other governmental, private or regulatory agencies.

  • Must be able to successfully communicate and effectively deescalate difficult situations with employees and residents.

  • Ability to establish and maintain effective working relationships with the public, subordinates, city officials, company representatives and regulatory agencies.  Ability to effectively communicate in written and verbal formats to the public, subordinates, city officials, company representatives and regulatory agencies.

MINIMUM ENTRANCE REQUIREMENTS:

  • Bachelor's degree in STEM (Science, Technical, and Engineering or Math) or closely related field. (Must have at least two (2) to five (5) years of progressively responsible experience in the area of storm and sanitary sewer systems and/or engineering) OR

  • Associate degree in STEM (Science, Technical, and Engineering or Math) or closely related field, and three (3) to seven (7) years of progressively responsible experience in the area of storm and sanitary sewer systems and/or engineering OR

  • High School Diploma or Equivalent AND seven (7) to twelve (12) years of progressively responsible experience in the area of storm and sanitary sewer systems and/or engineering.

  • Valid State of Michigan Driver's License.

NECESSARY SPECIAL REQUIREMENT(S):

  • Must obtain and maintain a Storm Water License, within one (1) year of date of hire.

  • Must obtain and maintain a PACP, LACP and MACP certification within six (6) months of date of hire.

  • Must obtain a confined space, trenching and shoring certification within six (6) months of date of hire.

  • Must obtain a State of Michigan Industrial Stormwater Operator Certification within six (6) months of date of hire.

  • Must obtain a Stormwater Best Management Practices Certification within six (6) months of date of hire.

  • Required to respond to any after hour spill or storm water emergencies.

PHYSICAL DEMANDS: The employee occasionally works near moving mechanical parts and is occasionally exposed to wet and/or humid conditions, fumes or airborne particles, traffic, toxic or caustic chemicals, risk of electrical shock, and vibration.  The employee is occasionally required to stand, walk; use hands to finger, handle, feel or operate objects, or controls; and reach with hands and arms.  The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear; and smell.  The employee must occasionally lift and/or move up to 50 pounds.  The employee must have the ability to work in confined spaces.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.  Hand-eye coordination is necessary to operate computers and various pieces of office equipment.
