JOB TITLE: Principal

WAGE/HOUR STATUS: Exempt

REPORTS TO: Deputy Superintendent of School Leadership

PAY GRADE: As approved by Board of Trustees 220 days (Early Childhood)

220 days (Elementary)

225 days (Secondary)

DATE REVISED: September, 2013

This position is eligible for a Chapter 21 contract.

PRIMARY PURPOSE: The principal shall direct and manage the instructional program and supervise operations at the campus level, provide instructional leadership to ensure high standards of instructional service, direct the implementation of District policies and instructional programs, and manage the operation of all campus activities.

QUALIFICATIONS:

Minimum Education/Certification:

  • Master's Degree

  • Valid Texas Administrator's Certificate

Special Knowledge/Skills:

  • Working knowledge of curriculum and instruction

  • Ability to evaluate instructional programs and teaching effectiveness

  • Strong communications, public relations, and interpersonal skills

Minimum Experience:

  • At least three (3) years of successful experience as a classroom teacher

  • Prior experience in instructional leadership roles

MAJOR RESPONSIBILITIES AND DUTIES:

Instructional Management:

1.Administer and integrate all instructional programs

2.Plan, implement, and evaluate the curriculum on a systematic basis

3.Provide instructional resources to support the accomplishment of instructional goals

4.Evaluate and recommend improvements in the purpose, design, and implementation of the instructional program

School/Organizational Climate:

5.Provide an environment conducive to learning

6.Reinforce desired behaviors for students and staff

7.Establish and maintain an environment conducive to positive staff morale

School/Organizational improvement:

8.Establish through a collaborative process a vision for a campus mission

9.Develop campus performance objectives and an improvement plan through collaboration



  1. Develop, maintain, and use information systems necessary to address campus performance objectives including all academic excellence indicators

Personnel Management:



  1. Interview, select, and orient new staff

  2. Recommend employment, transfer, retention, and dismissal of staff [See Board Policy DK, DF series]

  3. Define expectations for staff performance

  4. Use developmental supervision with all staff

  5. Develop leadership among the staff

  6. Delegate personnel management functions as appropriate

  7. Complete personnel management reports in a timely manner


Administration and Fiscal/Facilities Management:



  1. Develop budget based on program needs, estimated enrollment projected staffing, and other fiscal needs [See Board Policy CE]

  2. Implement programs within budgeted parameters [See Board Policy CE]

  3. Comply with all regulations regarding fiscal management

  4. Manage the use and maintenance of facilities to provide a safe and clean campus [See Board Policies CKA, CKB, CKC, CKD, CL, GK]

  5. Manage and provide required reports for all school operations including, but not limited to, attendance, funds accounting, payroll, and transportation


Student Management:



  1. Develop a student management system that encourages positive student behavior and enhances the school climate [See Board policy FN]

  2. Ensure that school rules are uniformly observed and student discipline is appropriate and equitable [See Board Policies FN, FO series]

  3. Communicate student management expectations to parents and the community and encourage parent participation in student management activities


School/Community Relations:



  1. Articulate the school's mission to the community and solicit support in realizing the mission [See Board Policy GB]

  2. Demonstrate awareness of school/community needs and initiate activities to meet these needs

  3. Promote a positive image of the school and maintain a positive working relationship with parents and the community

  4. Involve parents and other community members in school activities as required and/or appropriate


Professional Growth and Development:



  1. Use information provided through assessment instruments, the appraisal process, staff input, and professional development programs to improve performance

  2. Provide leadership in addressing current educational issues

  3. Attend professional development activities

  4. Abide by the Professional Code of Ethics [See Board Policy DH]


Academic Excellence Indicators and Campus Performance Objectives:



  1. Provide leadership that emphasizes high expectations for and that result in student success. Examples of measurements of student success may include, but not be limited to the following:

a. Drop-out rate

b. Graduation rate

c. Advanced course enrollment

d. Percentage of advanced transcripts

e. Percentage of advanced transcripts with honors

f. Honor roll rate

g. Failure rate

h. Student Assessments

  • Norm reference tests

  • State assessment results

  • LAP3

  • STAAR results


  1. Monitor student attendance and implement programs to improve when needed

  2. Provide leadership in defining school goals and in implementing the action plan to accomplish the goals


Professional Practices:



  1. Comply with all state and federal laws, local board policies, and administrative guidelines

SUPERVISORY RESPONSBILITIES:

  • Supervise and evaluate the performance of professional and paraprofessional staff members as assigned to the campus.

  • Other duties include assisting Transportation vendor to set bus routes. Schedule all students into the correct class sequence.

  • Serve on the CRC committee for DCJJAEP and also correspond with DCJJAEP regarding student intake forms.

  • The principal also administers student medication in the absence of a nurse.

WORKING CONDITIONS:

Mental Demands/Physical Demands/Environmental Factors: Must maintain emotional control and exercise reasoning and problem solving skills while under stress. Must demonstrate ability to communicate effectively (verbal and written). Should be able to interpret procedures and analyze data for decision-making. Coordinate campus functions. Frequent in-district and occasional in-state or national travel. Occasional prolonged and irregular hours.

Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
