Responsibilities/Qualification

Position Summary:

The M&S Operations Lead, Pacific works onsite Tactical Training Group-Pacific (TTGP) supporting Naval Surface Warfare Center- Corona (NSWC-Corona) in providing Navy training throughout PACFLT Areas of Responsibility (AORs). The Ops Lead assists with the planning, design, and execution of Fleet Synthetic Training (FST) events for ships pierside, and Live, Virtual, and Constructive (LVC) training events for ships at sea. The Ops Lead also supports distributed training events at TTGP- Detachment Yokosuka, Japan (TTGPDY), Expeditionary Warfare Training Group Pacific-Pacific (EWTGP), and Afloat Training Group (ATG) Battle Labs (San Diego, Middle Pacific, Pacific Northwest).

Duties & Responsibilities:

  • Serve as NSWC-Corona's NCTE FST technical and operations Subject Matter Expert (SME) in support of FST training events. Keep leadership informed of any issues and new requirements.

  • Work with Navy Continuous Training Environment (NCTE) local and remote operators and engineers, and TTGP training teams to coordinate and plan systems and personnel support for events. Adjust daily working hours occasionally to match times zones around the world where events are occurring. Occasional travel is required in support of event planning conferences.

  • Monitor event operations for compliance within NCTE Standard Operating Procedures (SOPs). Recommend changes to SOPs as needed and help to develop new SOPs as fleet training requirements expand.

  • Use Confluence and JIRA tools on the NCTE website to share event schedules and documents. Identify, document, report, and track issues, while keeping appropriate NCTE personnel, NSWC- Corona, TTGP leadership, and other stakeholders informed of status.

  • Oversee the welfare of twenty other ALION employees at TTGP.

Education and Experience:

Bachelor's degree required (preferably in engineering or a related discipline) plus 8 or more years relevant work experience. Educational requirements may be adjusted or waived for more than 10 years of applicable work experience; work experience exceeding 12 years highly desired. Work experience may be adjusted based on education, or highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data

Knowledge, Skills and Abilities:

  • Construct of Operational and Tactical Levels of Warfare events

  • Conducting Fleet, Joint, or COCOM-level exercises

  • Tactical Training Range operations and management

  • Tactical Data Link operations

  • Command, Control, Communications, Computers and Intelligence (C4I) systems and operations

  • Joint Semi-Automated Forces (JSAF) simulation or other HLA/DIS modeling tools

  • Shipboard combat and training systems

  • Well-developed personal and written communication skills

  • Proficiency in the use of MS Office tools

Security: Must currently hold and be able to maintain a US Secret clearance, with the ability to upgrade to a US Top Secret clearance if required.

VIEW JOBS 8/10/2019 12:00:00 AM 2019-11-08T00:00 Job Description Responsibilities/Qualification Position Summary Directly reports to SEA 21 Ship Program Manager (SPM) (PMS407) and the homeport Senior Program Manager Representative (PMR) on the status of pre-planning, production, financial, testing and completion of modernization work accomplished by Master Ship Repair (MSR) Shipyards and Alteration Installation Teams (AIT's). Requires interface with the responsible Naval Supervising Activity (NSA) for all MSR production and various Naval Commands and Type Commanders for AIT work. Position requires close coordination with NAVSEA Program Manager Representatives (PMRs). Provide Advance-Planning support for all surface ship modernization alterations. Pre-planning efforts include performing shipchecks, evaluating past installation Lessons Learned on other surface ships, developing alteration work specifications and supporting advanced planning document preparation. Other planning efforts include Manpower and Availability Analysis and RFP Contract development with responsible NSA. As part of advanced planning, represent SEA 21 at Advance Planning meetings (IPTDs,WPICs, WPERs, etc) and Program Review meetings at the worksite and other locations. During execution, this position is responsible for the Modernization work package adherence to milestones. Manages and reports all production progress and impacts to established milestones. Reviews and approves NAVSEA related Condition Found Reports (CFR) for cost, production and testing schedule impacts. Requires constant interface with Planning Yard On-Site Representatives to review/approve design changes or growth work. Negotiates costs with responsible NSA and assigned MSR. Information is shared for future Mod and FMP avails. Duties and Responsibilities * Coordinate and implement all technical efforts to support the pre-planning and execution of NAVSEA modernization. Includes identification of alteration work packages, repair work, work specifications, design requirements, alteration material requirements and identification of all required ILS. Individual will coordinate all work efforts with Regional Maintenance Centers, government AIT sponsors, Ships Force, ISEA tech codes, shipyard contractors and Planning Yard On-Site reps to ensure technical accuracy of all SHIPALT data. * Monitor and report (a) MSR and AIT adherence to production and test milestone schedules, (b) financial monitoring and reporting of CNO avail, (c) deconflict MSR and/or AIT issues with responsible NSA and sponsoring government agency and, (d) overall condition of ship during the avail. * Collects, develops and analyzes complex specialized information on modernization production. Serves as a technical advisor to coordinate (via conferences, meetings, correspondence, etc.), the work of a number of organizations engaged in various equipment-related functions such as supply support, maintenance and repair.
