Motor Vehicle Supervisor

Purpose:

The purpose of this classification is, as an agent of the State of Georgia, to review, analyze and complete a number of specialized transactions that are associated with the issuance of Motor vehicle related activities; to accurately assess fees, issue state approved registrations, decals and tags. This classification also performs specialized administrative and customer service functions.

Distinguishing Characteristics:

This classification is reserved for those positions that are formally designated to serve in a lead capacity and provide guidance, direction and training to Tax Specialists.

Essential Functions:

Provides customer service; provides education; assists customers in accurately completing state documents and forms; provides information and answers questions and concerns; and investigates and resolves questions, issues, and technical problems related to Motor Vehicle accounts. This position requires knowledge of both in state and out of state motor vehicle ordinances; ability to interpret and execute specialized transactions. Reviews both in and out of state related documents to ensure ordinances and practices are following state mandates; determines all documents are accurately completed and executed by all parties; corrects errors by issuing and completing specific paperwork; ensures all related documents for every transaction is reviewed, complete, executed and uploaded to state of Georgia.

Performs cashier duties, calculates various taxes and fees: assesses penalties; receives various forms of payment for taxes, fees, insurance lapse, fines and other departmental fees or services; records transactions: issues receipts: makes cash drops; balances cash to documentation; performs daily reconciliation and balance of cash, check, credit and debit transactions; and secures cash drawer at close of day. Provides customer service: assists customers; review, process, and approve complex transactions. Provides information and answers questions and concerns; investigates and resolves questions, issues, and technical problems related to motor vehicle accounts, tax code interpretation and department procedures; directs customers to appropriate department or individual as necessary.

Analyzes, interprets and evaluates information obtained from state records, state agencies; determines legal ownership and proper course of action regarding motor vehicle/mobile home, heavy duty equipment, large tractor trailer, and fleet (both county and local dealer/business) registrations, titling and taxation; processes registration, tags, titles and /or disabled placards; verifies accuracy and completeness of documentation; determines taxable value; enters data into state computer systems; issues initial tags and titles; processes renewals, special requests, and requests for prestige plates; cancels tags, file changes of address; correct titles; adds or removes liens; assists commercial drivers and fleet owners with apportionment license plates and taxes according to the international registration plan (IRP) and maintains related documentation and files. Files annual audit and reports to the State Department of Revenue; conducts research to resolve routine tax issues; receives and responds to issues of valuation, exemptions, liens and refers difficult questions to supervisor/manager for resolution.

Processes mail-in transactions from dealers and citizens. Utilizes various research tools and records from in state and out of state data bases.

ADDITIONAL FUNCTIONS:

Performs other related duties as required.

Minimum Qualifications:

High school diploma or GED; supplemented by (1) year previous experience and/or training involving tag/title office operations, customer service, typing and general office work; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this job. Must complete annual department of Revenue MVD classes and maintain valid MVD certification.

Physical Ability: Tasks require the ability to exert light physical effort in sedentary to moderate work, which may involve some lifting, carrying, pushing and / or pulling of objects and materials of light weight (5-25 pounds). Tasks may involve extended periods of time at a keyboard or work station.

Sensory Requirements: Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.
