Job Summary

This position is located in the Department of Public Works (DPW), Parking Enforcement Management Administration, Vehicle Immobilization and Towing Branch. The incumbent patrols the city towing vehicles in violation of city ordinances and regulations governing non-moving parking laws, which pose a danger to the public or impede the flow of traffic. Specialized experience is required, specifically experience and skill in operating a hydraulic automotive crane truck with a vehicle in tow through heavy traffic as well as narrow streets and alleys.

Duties and Responsibilities

Serves as a uniformed member of the vehicle impoundment operation, driving Wheel-lift Tow Crane to tow vehicles of various makes, large trucks, buses, and trailer cabs. Travels to locations given by dispatcher, locating specified vehicles, verifying impoundment eligibility.

Determines the appropriate type of towing procedures necessary for vehicles' safe and efficient movement. Tows on streets, alleys, and parking lots in all areas of the District of Columbia, in all types of weather, on a 24-hour basis. Uses towing dolly wheels in the tow of vehicles.

As assigned, drives cranes or roll-back trucks with varying maximum lifting capacity. As assigned, drives a 5-ton truck with a 4-wheel axel drive, five forward speed transmission, air brakes, and hydraulically operated dump body with jet abrasive spreader as necessary. Issues tickets for parking violations in accordance with the DCMR 18.

Qualifications and Education

  • Ability to do the work of the position without more than regular supervision;

  • Operation of Motor Vehicles.

  • Work Practices (includes keeping things neat, clean, and in order).

  • Ability to Interpret Instructions, Specifications, etc. (related to mobile equipment operation).

  • Ability to Drive Safely (Motor Vehicles).

  • Ability to Operate Safely.

  • Reliability and Dependability.

Preferred high school graduate or equivalent but not a requirement.

License and Certifications

Class A or Class B Commercial Driver License, DOT Medical Certification

Working Conditions/ Environment

Subject to moderate noise, vibration, jarring, and swaying motion while operating trucks and from towed vehicles. Subject to hazardous moving traffic conditions and the possibility of injury associated with operating heavy lift equipment.

Operates cranes with various sizes and types of vehicles in towing during all weather and traffic conditions e.g., snow emergencies containing severe ice, snow, high winds, and hazardous roadways. Subject to fumes and odors from fuel, exhaust, and lubricants. Exposed to intense heat and humidity while outside the cab of the truck; cold, snow, and mud while working on the outside; dirt, grease, and/ or mud while making hitch-up.

Subject to cuts, scrapes and bruises, broken bones, and other injuries from heavy and sharp tools, crane implements, and components of vehicles being towed. Further, subject to assaults by irate owners or operators of vehicles being towed. Substantial medium to heavy physical efforts involve lifting, pulling, pushing, bending, and reaching to position loads and dolly wheels up to 76 pounds.

Tour of Duty: 6:00 am to 2:30 pm, 10:30 am to 7:00 pm, or an unspecified late-night shift. The incumbent of this position may be required to work various rotating shifts as assigned and may be required to work weekends and observed holidays.

Pay Plan, Series, and Grade: RW-5703-08

Collective Bargaining Unit: This position is in the Collective Bargaining Unit BNA.

Position Designation: Safety Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations and are subject to the following checks and tests:

(a) Criminal background check.

(b) Traffic record check (as applicable).

(c) Pre-employment drug and alcohol test.

(d) Reasonable suspicion drug and alcohol test.

(e) Post-accident or incident drug and alcohol test.

(f) Random drug and alcohol test; and

(g) Return-to-duty or follow-up drug and alcohol test.

Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12.

As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.
