Duties

The MVO operates a 30-passenger bus and small Dual Use Vehicles (DUV's) with air brakes that weigh up to 26,000 GVWR and carry up to 15 passengers.

Duties: The MVO operates gasoline or diesel-powered vehicles to transport passengers at the Jesse Brown VA Medical Center between the main hospital and its associated outpatient clinics. Vehicle types include passenger cars, vans, station wagons, cargo van, and 30 passenger buses. Vehicles are driven in and out of state, over roads and streets, through all kinds of traffic and weather conditions.

Duties Include:

  • Perform duties over pre-determined routes and in accordance with a pre-determined schedule, over public roads at highway speeds.

  • Operates doors and wheelchair lift to allow veterans and staff to enter and leave the bus.

  • Assists nursing service personnel with loading and unloading of patients in wheelchairs.

  • Ensures that patients and cargo are properly secured.

  • Maneuvers cars, vans, and trucks in close quarters and in heavy traffic on both Interstate highways and local roads.

  • Uses caution when backing to load or unload at loading docks, ramps or similar locations.

  • Drives vehicle in a safe manner and complying with all vehicle traffic laws.

  • Performs maintenance duties such as checking tires and tire pressure, battery condition, cooling system level, oil level, fuel level, power steering fluid and brake fluid levels, all lights, and checks for and report any physical damage before use of vehicles.

  • Checks hydraulic fluid and performs air filter changes as appropriate.

  • Reports motor vehicle accident and completes require reports.

  • Maintains utilization records for all GSA and VA owned passenger and truck vehicles.

  • Documents service or repairs, maintenance and inspections.

  • Keeps vehicle clean (internal and exterior).

  • Performs other related duties as assigned.

NOTE: Selected candidates will be required to pass a basic first aid and cardiopulmonary resuscitation (CPR) course at the VA prior to transporting patients.

Qualifications

To qualify for this position, facility applicants must meet all requirements within 30 days of the closing date of this announcement. 05/02/2024.

Experience: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook, X118C, WG-5700 Series, (www.opm.gov/qualifications/x-118c).

Screen-Out Element: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligible are then rated against the remainder of the questions. The screen out element for this position is as follows:

Ability to do the work of a Motor Vehicle Operator without more than normal supervision.

This is described as providing non-emergent and safe transportation for veterans, caregivers, attendants and/or cargo related to Veteran's medical appointments. Coordinating trips with dispatcher daily to facilitate patient transportation requests and determine pick-up/drop-off times and locations. In addition, you must have a valid Illinois State Class B CDL with passenger and airbrake endorsements and your background must demonstrate experience and the ability to operate appropriate vehicles to include passenger and wheelchair vans, cargo vans, buses, and trucks and possess an acceptable safety record.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Great physical effort is needed to maneuver the longer and heavier vehicles especially when backing these vehicles. When transporting attendees to recreational and volunteer events, the driver will assist Veterans and staff with limited mobility into and out of the transport vehicle which may involve which may involve physical exertion, stooping, and bending

Working Conditions: The incumbent works mostly outside and operates vehicles in all weather conditions and heavy traffic. Incumbent is exposed to dirt, fumes, and incurs a possibility of injury while driving or when loading and unloading vehicles. Work is carried out on public highways, and Interstate highway systems, on complicated roads and interchange systems as well as on VA facility grounds. The incumbent may be required to maneuver through and park in areas with limited space, restricted heights and congested areas.
