This National Guard position is for a WG-5703-08 MOTOR VEHICLE OPERATOR (Title 32), Position Description Number D1961000 in FAC 42C100 and is part of the MO 131st Bomb Wing.

APPOINTMENT FACTORS: This position is a Temporary vacancy NTE One Year in the Excepted Service. This is a bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

  • Receives, in-checks, routes, and moves parts, assemblies, components, and on- base turn-ins into and out of industrial shops.

  • Examines items received to verify part numbers, identities, correct quantities, condition, and destination.

  • Determines appropriate handling methods and devices needed to move items.

  • Interprets packing manuals and specifications and determines containers, protective devices, cushioning materials, methods, and techniques needed for packing a variety of tools, parts, equipment, and other items.

  • Constructs containers such as crates, boxes, cases and skids for use in shipment of items, utilizing Special Packaging Instructions (SPIs) when available to determine proper support requirements for items being prepared for shipment.

  • Determines proper identification, marking, labeling, and inclusion of shipping documents and special handling instructions on all shipments.

  • Assists the Distribution Manager as required in actions such as determining freight shipping requirements consistent with efficiency and transportation priorities.

  • Operates trucks which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds and/or truck tractors with semi- trailers or full trailers to transport personnel or pick up and deliver supplies, materials or equipment.

  • Couples and uncouples the truck tractor and semi-trailer or truck and trailer, and connects and disconnects the air brakes and electrical lines.

  • Maneuvers vehicles within close tolerances when driving and backing over uneven ground, in narrow or congested areas, between buildings and other vehicles, between parked aircraft and when positioning vehicles at loading docks.

  • Operates electric, LPG, or diesel powered fork lift trucks capable of lifting loads weighing less than 10,000 pounds as high as 168 inches.

  • Drives fork lift trucks over wood, concrete, or similar type floors through narrow aisles in buildings and in such confined spaces as railroad cars or trucks.

  • Drives one or more types of trucks such as pickup, panel, and flatbed trucks, which typically have a gross vehicle weight of 10,000 pounds or less, on local and public roads at highway speeds.

  • Performs warehouse work to include receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; packing and unpacking material.

  • Adheres to and Enforces safety, fire, and housekeeping standards.

  • Performs other duties as assigned.

Since the position is temporary in nature, the compatibility requirements will be waived for a period of time not to exceed one year. Selecting official must verify that selected individual is currently assigned to a military unit in the Missouri National Guard and that the selection does not create grade inversion.

Technicians will not be militarily senior to their full-time supervisor (grade inversion).

GENERAL EXPERIENCE: Must possess experience or training which demonstrates the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position.

WG-08 Specialized Experience: Must possess 18 months of specialized experience that demonstrates your ability to operate one or more motor vehicles including platform trucks, van trucks, fuel trucks, stake trucks, dump trucks, and trash removal trucks which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds; operate vehicles and tractors, some of which may be equipped with special-purpose powered equipment; operate platform, van, stake and dump trucks, refueling vehicles, passenger buses or ambulance buses; prepare and verify shipping documents for correct safety and destination coding, classifications, and hazardous material handling criteria; and knowledge of warehousing plans and accepted warehousing methods, procedures and techniques.

General Summary Position works under minimal supervision of either the Construction Division Director or the Program Manager. This is the highest-level project manager position, and it is responsible for managing other Project Managers and administrative staff. Prepare and analyze project fund status reports, reviews billing procedures and contractual requirement submittals * Assist with the development, implementation and documentation of an effective quality control plan in accordance with the contract and SOW terms and conditions * Ensure Safety program is implemented for the site and be knowledgeable in all Federal and State safety requirements for the project location * Monitor project work plans designed to accomplish contractual objectives and provide direction and support for all level Project/Site Construction Managers * Work with corporate Scheduler and Lead Estimator as required to ensure project is delivered on-time and under budget * Develop agendas for both pre and post-job conferences * Develop visual presentations for meetings * Own the budgets and the integrity of contract pricing for assigned operations and projects * Assist in the analysis of new projects for consistency with proposals and negotiations. Reconcile inconsistencies between proposals and new projects and analyze the effects of proposed project changes. Provide management assistance with coordination and negotiation of project changes * Prepare customer correspondence concerning project commitments, modifications and change orders * Keep compliant on Government regulations and commercial trends * Monitor the project progress toward achieving company affirmative action goals with the Corporate Human Resources Department.
