Duties

Duties Include:

  • Responsible for the scheduling and planning of motor pool vehicle operations and for keeping up the vehicles' overall appearance.

  • Receives and records monthly mileage and days of use for all VA vehicles assigned to the station.

  • Provides analysis and makes recommendations for proper utilization of vehicles in the motor pool.

  • Logs gas, diesel, oil, and toll card usage costs, etc., on appropriate logs as reported by drivers.

  • Accounts for and controls issuance of keys, toll cards, and credit cards and inventories at the beginning of each day.

  • Complies list of available vehicles, takes daily physical count of vehicles and compares to records.

  • Serves as the back-up to the Program Support Assistant in the service as needed.

  • Performs a full range of motor vehicle dispatching and associated clinical work for the office.

  • Plans, coordinates, supports, and dispatches motor vehicles to transport patients, food, supplies, laundry. Equipment and staff.

  • Ensures vehicles are operational, clean, and current with all safety, legal, and maintenance requirements.

  • Manages all keys for the motor vehicle fleet, including accountability, physical security, issue and receipt, and all key-related issues.

  • Receives transportation requests for Veterans from outpatient clinics.

  • Tracks and reviews requests for special requirements, determines driver and vehicle requirements, and manages daily dispatch schedule.

  • Received and coordinates vehicle need requests from employees, ensuring vehicles are reserved accordingly.

  • Provides expert advice on specific requests and makes available written instructions, reference materials, and relevant background mate4rials.

  • Coordinates emergency service/roadside assistance for disabled vehicles.

  • Coordinates customer service requirements and serves as liaison to ensure needs are met.

  • Orders office supplies for the transportation dispatch office.

  • Teaches new employees how to use the Fleet Commander.

  • Performs other duties as assigned.

Work Schedule: Monday-Friday, 7:30am to 4:00pm

Qualifications

To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 07/08/2024.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience as described below:

Specialized Experience: At least one (1) (1) full year of specialized experience equivalent to the GS-5 level in Federal Service. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position would consist of: experience in positions which required knowledge of transportation activities such as driver and licensing requirements, vehicle specifications, capabilities, and operating characteristics, etc.; experience with special purpose vehicles and equipment; skill in the operation of computers and software programs such as MS Word, Excel and Office or other compatible software; administrative and clerical skill that include using standard office equipment, knowledge of facility procedures, VA records management and preparing correspondence and memos, etc.; skill in various software programs, setup databases and spreadsheets; and skill in oral and written communication and interpersonal relations, to appropriately and courteously relate to internal and external customers.

As a general rule, education is not credible above the GS-5 level for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary but will also require the incumbent to exert a higher level of physical effort to climb into trucks and vans to insect and check mileages and condition. It occasionally requires carrying of light objects such as files, books and papers, some walking, standing and bending. Work requires extended periods of utmost concentration and attention to details. Work requires snow shoveling as required. No special physical qualifications are required.

Working Environment: Work is typically performed in an adequately lighted and climate-controlled office setting but there will be work outside to support vehicle maintenance and service and coordination in all types of weather and inside the maintenance shop where it can be noisy. This position is not suitable for Telework.
